10 <br /> Board of Selectmen <br /> Minutes <br /> April 5, 1999 <br /> Discussion relative to One Year Moratorium on A uaculture Permits: <br /> Motion made by Selectman Taylor to place the above topic as an <br /> agenda item of discussion. <br /> Motion seconded by Selectman Frye. <br /> VOTE: Unanimous. 3-0. <br /> Selectman Leveille abstained. <br /> Selectman Leveille stepped down for the above discussion. <br /> Perry Ellis,Harbor Master requested the Selectmen consider a one year <br /> moratorium on aquaculture permits to see if the grants can assist the Town <br /> to"get started"to make their own oyster sets in a natural setting. <br /> Richard York,the Shellfish Constable indicated that he is supportive of <br /> the consideration for a one year moratorium or at least during the summer <br /> season. <br /> Jim Hanks stated that the Waterways Commission has not discussed the <br /> proposal to date. <br /> Steve Cadrin indicated that there is due process to renew any grant <br /> application. There is no need for a moratorium when cases can be <br /> renewed on an individual basis explained Mr. Cadrin in objection to the <br /> moratorium proposal. <br /> It is the consensus of the Board to obtain a formal recommendation from <br /> the Waterways Commission and Shellfish Commission with respect to this <br /> regard. The issue will be placed as an agenda topic on April 26, 1999. <br /> Adjournment: <br /> Motion made by Selectman Taylor to adjourn at 7:42 p.m. <br /> Motion seconded by Selectman Frye. <br /> VOTE: Unanimous. 4-0. <br /> Respectfully submitted, <br /> ¢� h, . -do a Ae,,a) <br /> Kathleen M.
