7 <br /> Board of Selectmen <br /> Minutes <br /> April 26, 1999 <br /> Meeting Reconvened: 7:53 p.m. <br /> OLD BUSINESS: <br /> Correspqndence from Woodard& Curran re: SD-5 South Plume <br /> Remediation: <br /> Correspondence was received from William Fisher,Environmental <br /> Consultant for Woodard&Curran dated April 12, 1999 relative to the SD- <br /> 5 South Plume Remediation Program. <br /> Mr. Fisher provided the Selectmen with an overview of the points <br /> discussed with the AFCEE's contractor Jacobs Engineering regarding the <br /> design and construction of the recirculating wells for the subject project. <br /> Mr. Fisher has encouraged the Town to approach the AFCEE to cover the <br /> costs of his services over the next ten weeks to attend weekly meetings <br /> with their project team to provide pro-active comments as the project <br /> moves forward. The estimated sum if$20,000. <br /> Michael Minior,AFCEE was present to discuss the remediation program <br /> with the Board of Selectmen. Issues relative to the next phase of <br /> discussion were reviewed. <br /> Recommendations include;a public meeting to be held at the site to brief <br /> the neighborhood on the planned construction activities. Mr. Minior <br /> indicated that a meeting was held with residents,but specific information <br /> relative to the sequence of construction activities, truck traffic plans,the <br /> "mark out" of excavation,and illustration of"visible" features of the <br /> treatment system, overview of noise study and introduction of the site <br /> superintendent and other accountable personnel was not discussed. <br /> Mr. Minor indicated that the neighborhood meeting was a basic question <br /> and answer period. Specific information relative to the above information <br /> was not discussed. <br /> Additional recommendations regarding the next phase of construction <br /> advise that excavation not commence until the precast sections of the <br /> vaults, with the exception of the vault lids, are ready for shipment from the <br /> vendor. <br />
