s <br /> i <br /> Board of Selectmen <br /> Minutes <br /> August 11, 1999 <br /> Present: Selectman Marsters, Selectman Leveille, Selectman Taylor, <br /> Selectman Cahalan, Selectman Blythe <br /> Town Administrator Robert Whritenour <br /> Meeting Called to Order by Chairman Marsters at 6:30 p.m. <br /> Town Hall, Conference Room #1. <br /> APPOINTMENTS AND HEARINGS- <br /> SD-5 and TCE Plumes Update&_Construction Plans: <br /> The Board of Selectmen held a Public Hearing with representatives from <br /> the Air Force Center for Environmental Excellence (AFCEE) for the <br /> purpose of discussing the next phase of construction work for the cleaning <br /> of the Storm Drain 5 South(SD-5S)and trichloroethylene(TCE) <br /> groundwater plumes migrating under the Briarwood neighborhood. <br /> The purpose of the meeting is to gather input from the Selectmen and the <br /> public on the treatment design and construction plans for the SD-5S and <br /> TCE groundwater plumes. A poster board session was held prior to the <br /> general informational meeting. <br /> Jim Snyder, AFCEE and Jeff Carman of Jacobs Engineering presented the <br /> SD-5 system update. As noted, the SD-5 North treatment was a success <br /> removing contaminants from the groundwater. During the period of <br /> August, 1997 through May of 1999, 320 million gallons of water was <br /> treated, and over 33 pounds of VOC's were removed from the SD-5N <br /> plume.. <br /> In June of 1999, recirculating wells were installed to assist in the removal <br /> of contaminants for the SD-5 South plume. Trace amounts of DCE <br /> contaminants were detected in air emissions coming from the wells <br /> installed along Wheeler and Hillside Roads. DCE is a break-down <br /> product of TCE that has been detected in isolated locations. The <br /> component DCE is not posing a health-related concern, but additional <br /> steps are proposed to eliminate the contaminant. <br />
