2 <br /> Board of Selectmen <br /> Minutes <br /> August 11, 1999 <br /> APPOINTMENTS AND HEARINGS: <br /> SD-5 and TCE Plumes Update&.Construction Plans: <br /> The wells have been reconfigured into a closed-loop system where no air <br /> is released. The MMR process will continue to monitor the closed-loop <br /> system to ensure that no emissions escape. Additional benefits include the <br /> elimination of objectionable noise with the discharge of air. The <br /> extraction wells are expected to capture most of the mass for an operation <br /> period of seven years. <br /> Construction details include the use of existing Town road easements for <br /> wells and pipeline. Open cut trench for pipeline construction will require <br /> the periodic closure of Hooppole Road to minimize impacts to residential <br /> property. <br /> Upon construction, the areas disturbed will be resurfaced with cold patch <br /> after backfilling. A topcoat of asphalt will be applied in the spring of the <br /> year 2000. The system start-up is anticipated to begin in January 2000. <br /> Management activities include construction noise monitoring. The work <br /> hours are scheduled to commence at 7:30 a.m. to 6:00 p.m. The actual <br /> start of motorized equipment is expected to begin at 8:00 a.m. <br /> Security fencing will be installed to contain the construction zone at the <br /> end of each workday. A detailed police officer will be on site. The Board <br /> of Selectmen,DPW Director,Police Department, and Fire Department <br /> shall have input into the process. The Board of Health is scheduled to <br /> conduct on-site inspections during this phase. <br /> The hearing was opened to solicit comment. Ted Lewis, a resident of <br /> Hooppole Road,and representative of the Briarwood Homeowners <br /> Association suggested that the area residents be informed of all ongoing <br /> activities. In particular, when construction commences on maintained <br /> Town-owned property,the residents should be notified in advance, and of <br /> the MMR's intent to restore the disturbed property. <br />
