3 <br /> Board of Selectmen <br /> Minutes <br /> August 11, 1999 <br /> APPOINTMENTS AND HEARINGS: <br /> SD-5 & TCE Plumes Update& Construction Plans: <br /> Mr. Lewis also asked of the open trenching process. It is the intent of the <br /> MMR to conduct the open trenching process within the paved portions of <br /> the road area,but there is a potential to disturb plant material. The <br /> Selectmen requested that the trenches be marked prior to the construction <br /> to allow residents the opportunity to protect plant material. Safety tape <br /> was discussed as a method to delineate particular work zones. <br /> A Hooppole Road residents suggested that additional signage be placed at <br /> the boat ramp for no parking when the boat ramp is full. Also,a recent <br /> school bus accident has prompted the resident to request that school buses <br /> exit the area from Sandwich Road taking advantage of the signalization on <br /> Route 151. <br /> Mashpee resident,Ed Baker related concern with respect to potential leaks <br /> from the inner wall of the closed loop piping. It was noted that moisture <br /> points will detect leaks along each section of the well vaults. Each section <br /> will be tested as it is installed. <br /> In addition, it was noted that the air stream will be monitored and sampled <br /> on a periodic basis to review the effects of the DCE contaminant. <br /> Mr. Baker asked when the government at the federal level will begin to <br /> recognize the costs to the Town, and start doing something about it? <br /> Al Orlando, Wheeler Road indicated that he is pleased with the closed <br /> loop system if it works. He strongly urged the Selectmen to insist on a <br /> device to monitor the system if it were to shut down. <br /> Nancy Caffyn,Representative to the Town of Mashpee indicated that she <br /> is disappointed in the patchwork of treatment systems for SD-5. Five <br /> extraction wells were originally planned for this plume. She asked if the <br /> analysis is comprehensive enough? <br /> Mr. Snyder responded by stating that the plan may appear piece meal,but <br /> it has been built very carefully, and is a different approach to clean the <br /> contaminated groundwater. <br />
