I <br /> 3 <br /> Board of Selectmen <br /> Minutes <br /> November 1, 1999 <br /> NEW BUSINESS: <br /> Selection of Architect for LibKM Feasibility Stud : (continued) <br /> The Library Building Committee ranked the following three firms in order <br /> of preference; <br /> 1. Powers and Company <br /> 2. J. Stuart Roberts and Associates <br /> 3. Gaffney Architects <br /> Motion made by Selectman Taylor to approve the recommended rank <br /> order of architectural candidates for the Library Feasibility Study, <br /> and authorize the Library Building committee to negotiate a fee with <br /> Powers and Company for a sum not to exceed $25,000. <br /> Motion seconded by Selectman Blythe. <br /> VOTE: Unanimous. 5-0. <br /> APPOINTMENTS AND HEARINGS: <br /> Public Hearing—Closin of J,ehu Pond to Shellf shin <br /> Selectman Marsters opened the Public Hearing at the request of the <br /> Shellfish Commission to close Jehu Pond to shellfishing from November <br /> 4, 1999 through June 30, 2000. The pond would reopen for shellfishing <br /> on July 1,2000 (unless specified otherwise at a subsequent hearing). This <br /> would be a management closure to protect the abundant soft-shell clam <br /> seed in the pond. <br /> Mr. Whritenour, Town Administrator read aloud the Public Hearing notice <br /> as published. Richard York, Shellfish Constable was present to discuss <br /> the closure process with the Board and interested public. <br /> Mr. York explained the benefits of the closure to protect the soft-shell <br /> clam seed in the pond and as an added benefit, to allow the adult shellfish <br /> to spawn and re-seed the area as well. it was noted that the pond is very <br /> productive and this type of process was conducted in 94/95 without <br /> objection. <br />
