I <br /> Board of Selectmen <br /> Minutes 5 <br /> March 16, 1998 <br /> APPOINTMENTS AND HEARINCIS: <br /> Warrant R view: (continued) <br /> Annual Town Meeting Warrant: (3/13/98) <br /> Article#28: The Commonwealth of Massachusetts, through the <br /> Water Pollution Abatement Trust, is providing no interest Ioans <br /> to communities to assist homeowners in complying with <br /> Title V. <br /> Article#30: To provide funding for a detailed study of nitrogen loading <br /> tolerances of each of the sub-embayments of Popponenesset Bay <br /> to determine the amount of nitrogen that each can handle while <br /> remaining healthy. <br /> The Board of Selectmen has submitted the Town's loan <br /> application under the State Revolving Fund loan program. <br /> Dr. Brian Howes indicated that LTMass Dartmouth is expected <br /> to contribute the sum of$10,000 towards the project. He stated <br /> that the study will evaluate all nitrogen sources to determine the <br /> critical nutrient threshold for the bay. (enclosure) <br /> Chuck Green noted that the Conservation Commission and <br /> Mashpee Shellfish Association are supportive of the article. <br /> Article#31: To adopt the Mashpee Comprehensive Plan. <br /> Article#32: To establish a Comprehensive Plan Implementation Committee. <br /> It is the consensus of the Board to bring a plan before Town <br /> Meeting that has received input and consensus from applicable <br /> regulatory agencies. <br /> Patrick Coffey,Planning Board Chairman agreed. This matter <br /> will be further reviewed with the Zoning Board of Appeals to <br /> reach consensus before Town Meeting. It was noted that the <br /> Planning Board met with the Director of Public Works, and has <br /> addressed his concerns relative to the Comprehensive Plan. <br />
