Board of Selectmen <br /> Minutes <br /> September 8, 1998 <br /> Present: Selectman Marsters, Selectman Frye, Selectman Taylor, <br /> Selectman Caffyn, Selectman Leveille <br /> Assistant to the Executive Secretary Joyce Mason <br /> Meeting Called to Qrderby Chairman Marsters at 3:07 p.m. <br /> ! Town Hall, Conference Room#1. <br /> Golf ea!U Advisor., Inc.: <br /> The Board of Selectmen held a workshop session with Rowland Bates <br /> of Golf Realty Advisors for the purpose of reviewing the market and <br /> economic feasibility of developing a new municipal golf course facility <br /> in Mashpee. <br /> The Board is presently reviewing a specific parcel known as the "Belcher" <br /> or"Mingo"property which is bounded generally by Great Neck Road North, <br /> Ashers Path,Lowell Road,the Quashnet Valley Country Club,Phinney's Road <br /> and William Mingo Road. <br /> An article has been placed on the October 1998 Town Meeting warrant to <br /> authorize the acquisition of said land, and to provide funding for the development <br /> of a municipal golf course and recreational area for the Town. <br /> Mr_ Bates was hired by the Town to provide an in-depth assessment of the <br /> market and financial aspects of a municipal golf course project. <br /> The market and feasibility study has confirmed that a municipal golf course <br /> makes financial sense, and that all the costs of developing the property <br /> including the ancillary site infrastructure costs can be covered by the revenue <br /> potential of the course. <br /> The new golf course development has been estimated to cost$9.3 million. <br /> The projection includes, land acquisition, development, and operating reserves. <br /> Mr. Bates recommended the Board conduct specific site analysis to further <br /> determine routing and environmental conditions. <br /> It was noted that potential limitations may exist as a result of immediate <br /> open space requirements set forth by the Cape Cod Commission. <br />
