BOARD' OF SELECTMEN Page 3 } MINUTES AUGUST 28, 1990 - SPECIAL MEETING Article 17: Chairman Carter has asked Mr. Harrington to prepare a graph on the impact of this position. Article 20: . The vote to construct and furnish a new Town Hall. Dr. Petti questions the timing of this project when the town is in debt. She feels the town should not borrow the money with out a capital outlay program. Selectman Hanson .states bids are due on the 5th and a complete figure should be determined by mid-September. When the renderings are completed, an informational packet will be available at the Post Office for the general public to view. A complete presentation will be made at the annual town meeting. John Ferriday noted article #50 about Locating the town hall on the property known •as Pine Tree Place. This is a petition article and they are handled at the end of the evening. At the Annual Town Meeting, the moderator could be asked to move the petition forward. Article 21-: Joe Reardon has recommended this article not go into warrant in this form. There is a typo error. Section 49 should read 4 G and this should be subject. .to the general laws of Chapter 30B. Article 22 : . Increase in hours of administrative clerk and job reclassification, The Board of Selectmen have decided to defer- any upgrades until the May Town Meeting. Mr. Harrington reports that Jane Stockbridge of the Personnel Board is reviewing all current PAP positions and job descriptions. The Selectmen agree to freeze all upgrading until they recieve the report. The motion was made by Selectman Gottlieb for a complete freeze on upgrading pending the recommendations from Ms. Stockbridge. Selectman Lawrence made second the motion. The vote of the Selectmen is unanimous. Anne Shaw has recommended the Board convey. the reason to Ms. Labutte. Mr. Vaccaro agrees with the Selectmen for the freeze on upgrading positions. He feels it is a difficult situation but it has to be addressed. Selectman Lawrence also states that we are trying to retain some of the people working here. If department heads continue to ask for increases in hours or persor�el, it may get to the point that we won' t be talking about new positions, but eliminating current positions. Article 22 and 23 are removed from the Warrant.
