Table A <br /> is level service,' table B is capital spending and table C is the <br /> major capital outlay program. <br /> He has recommended Table B:r;.the ordinary capital budget be paid <br /> for with the revenue we know we have. Table C ,. the major capital <br /> budget would require an override for projects such as schools, town <br /> buildings and the waste water treatment facility. <br /> The most revelent point for tonight' s discussion states Mr. <br /> Harrington is Table B revenue. Sources of revenue include real estate <br /> and personal property taxes, 22% annual growth increase figure, state <br /> aid, surplus or transfers and local reciepts. <br /> Where the money derives from is fairly predictable and most of <br /> the solutions are local. The choices to 'make as a community are our <br /> own. :...The committee has recommended that local reciepts be explored <br /> more liberally than we have in the past. There are recommendations ' <br /> to .increase local reciepts. . <br /> It is a good foundation to build on and it is the committee' s <br /> intent to finalize numbers, make a comprehensive report and recommend- <br /> ations for the 'town to adopt. This information will be available <br /> by the October 1st Annual Town Meeting for discussion. <br /> Chairman Carter commends the Finance Policy Advisory Committee <br /> for the excellent work they have done. He feels the addition of <br /> an Economic Development Committee is a great idea and would like to <br /> advertise for committee members. <br /> Finance Committee Chairman Vaccaro also agrees with the new <br /> committee and would like to move on this as quickly as possible. <br /> Kevin Harrington will make recommendations for committee members. <br /> Article 10: <br /> A traA5�er of funds from the Conservation Reserved Receipts <br /> Account to- the Conservation Expense Account,. Salary Account and <br /> Board Secretary' s Account, The sum is $7,$71. <br /> Since this is a transer of accounts, the Selectmen approve. <br /> Article 11: <br /> The current fee 'for moorings is $20. The increase is $40 annually <br /> Plus $4 per foot over twenty feet for each permit. The Selectmen <br /> approve. <br /> Mr. Harrington states the. by-law should be changed. Selectm <br /> Gottlieb would like the by-law be changed to allow the Selectmenan . <br /> to set the fee rather than go to town meeting for each change. <br /> Article 17: <br /> Consolidating the position of Harbormaster, Herring Warden Shellfish Officer to create the position of Waterway Administrator.and <br /> Dr. Petti feels consolidating would cost the town more money. <br /> She questions the impact for the future. <br /> Selectman Gottlieb feels this position would reduce the cost to <br /> the town by 20%. <br />
