BOARD OF SELECTMEN Page 4 MINUTES MONDAY, SEPTEMBER 17, 1990 Gate on Whiting' s_Rd: Selectman Gottlieb states there has been a problem with dumping of debris. The Board of Health has recommended the installation of gates.. The gates have been donated to protect the restoration of the area of the Quashnet River water supply. Erosion is also attributed due to four wheel drive vehicles. Selectman Gottlieb also notes the work on the Quashnet River has started today. Mr. Lopez feels it is not fair to state the four wheel vehicles have done the damage. He believes it is from the otter and the fishermen. Chairman Carter suggested Mr. Lopez, Mr. Virgilio, Selectman Gottlieb and the Board of Health get together to work out the objectives and find a solution. Selectman Hanson supports Mr. Lopez . He believes it does restrict their rights and some of the roads are ancient ways. Selectman Gottlieb has authorized Mr. Virgilio to install the gates regardless of the cause. The situation is a problem. The gates are necessary to allow time for the loam and seed to be established. He is in favor of working with the Rod and Gun Club on their concern. 8 :20 p.m. Michael Campbell re: 4-H Outdoor Education Center: Michael Campbell discussed the repeated problems with unauthorized visitors coming onto the campsite during the day and in the evening. There are problems with littering, vandalism and theft and the roads are too remote and impossible to monitor. He has met with the Deputy Fire Chief and it is not an issue of safety. He has also met with the DPW director. Mr. Campbell would like permission from the Board to. install gates on the private dirt road that transects the center: The gates would be closed twelve months of the year. 8: 25 p.m. Selectman Lawrence has left the meeting. He remains absent from any further voting tonight. Mr. Lopez commented on the ancient ways. Where can you go hunt- ing and fishing? Selectman Carter would like Mr. Campbell to meet with the Town Planner on this concern and return the issue to the Board with Mr. Fudala' s input. Selectman Jacobson supports Mr. Campbell' s concern. They cannot suffer the vandalism. The people in this world make it bad for the rest of us. Mr.. Virgilio notes the definition of a public way; it' s publically own and it' s an access for the public. Selectman Hanson agrees an ancient way is an ancient way meaning it' s a very special pass.
