BOARD OF SELECTMEN Page 4 <br /> MINUTES <br /> MONDAY, SEPTEMBER 17, 1990 <br /> Gate on Whiting' s_Rd: <br /> Selectman Gottlieb states there has been a problem with dumping <br /> of debris. The Board of Health has recommended the installation of <br /> gates.. The gates have been donated to protect the restoration of <br /> the area of the Quashnet River water supply. <br /> Erosion is also attributed due to four wheel drive vehicles. <br /> Selectman Gottlieb also notes the work on the Quashnet River has <br /> started today. <br /> Mr. Lopez feels it is not fair to state the four wheel vehicles <br /> have done the damage. He believes it is from the otter and the <br /> fishermen. <br /> Chairman Carter suggested Mr. Lopez, Mr. Virgilio, Selectman <br /> Gottlieb and the Board of Health get together to work out the <br /> objectives and find a solution. <br /> Selectman Hanson supports Mr. Lopez . He believes it does restrict <br /> their rights and some of the roads are ancient ways. <br /> Selectman Gottlieb has authorized Mr. Virgilio to install the <br /> gates regardless of the cause. The situation is a problem. The <br /> gates are necessary to allow time for the loam and seed to be established. <br /> He is in favor of working with the Rod and Gun Club on their concern. <br /> 8 :20 p.m. Michael Campbell re: 4-H Outdoor Education Center: <br /> Michael Campbell discussed the repeated problems with unauthorized <br /> visitors coming onto the campsite during the day and in the evening. <br /> There are problems with littering, vandalism and theft and the roads <br /> are too remote and impossible to monitor. <br /> He has met with the Deputy Fire Chief and it is not an issue <br /> of safety. He has also met with the DPW director. <br /> Mr. Campbell would like permission from the Board to. install <br /> gates on the private dirt road that transects the center: The gates <br /> would be closed twelve months of the year. <br /> 8: 25 p.m. Selectman Lawrence has left the meeting. He remains absent <br /> from any further voting tonight. <br /> Mr. Lopez commented on the ancient ways. Where can you go hunt- <br /> ing and fishing? <br /> Selectman Carter would like Mr. Campbell to meet with the Town <br /> Planner on this concern and return the issue to the Board with Mr. <br /> Fudala' s input. <br /> Selectman Jacobson supports Mr. Campbell' s concern. They cannot <br /> suffer the vandalism. The people in this world make it bad for the <br /> rest of us. <br /> Mr.. Virgilio notes the definition of a public way; it' s publically <br /> own and it' s an access for the public. <br /> Selectman Hanson agrees an ancient way is an ancient way meaning <br /> it' s a very special pass. <br />
