r <br /> 1. <br /> BOARD OF SELECTMEN <br /> MINUTES <br /> MONDAY, SEPTEMBER 24, 1990 <br /> Present: Selectman Carter, Selectman Gottlieb, Selectman Hanson, <br /> Selectman Jacobson and Selectman Lawrence <br /> Executive Secretary Kevin J. Harrington <br /> Town Counsel Joseph J. Reardon <br /> Guests: Paul Ott, Doug Boyd, William Hauck, Doris Dottridge <br /> and Mashpee Residents of Sachem Village <br /> The Meeting was Called to Order by Chairman Carter at 7: 00 p.m. <br /> Selectman Gottlieb made the motion to approve the minutes of Sept- <br /> ember 17, 1990. Selectman Jacobson seconded the motion. The Board <br /> votes unanimous to approve the past minutes. <br /> APPOINTMENTS AND HEARINGS: <br /> 7: 00 p.m. Approval of Fee Schedule: Certificate ' of Inspection: <br /> William HaucV. presented a fee schedule of the required inspect- <br /> ions to be made annually by the Building Department, Fire Department <br /> and Board of Health. He also notes that this has been a long stand- <br /> ing statue of which the enforcement has been neglected. <br /> The inspections will begin the first week of October to upgrade <br /> the town regarding safety and occupancy with the Board' s approval. <br /> The commercial use code is not mandated by state code. The <br /> Board of Selectmen have the right to increase or decrease the fee <br /> schedule. The assembly and commercial include schools, theaters and <br /> churches. <br /> Once the annual requirement has been made, units in good condition <br /> can be inspected every five years on a routine schedule. Municipal <br /> buildings are required to pay the fee unless waivered by the Selectmen. <br /> Selectman Lawrence would like the fees to be defined more specific- <br /> ally. Selectman Hanson agrees the process is confusing. <br /> Mr. Hauck defined a multi family multi building to be similar to <br /> Sea Mist and a multi family single building to be a three or four unit <br /> building with four dwelling units in the building. <br /> Selectman Lawrence suggested for the Building Department to return <br /> with their own fee schedule instead of basing on the state fee schedule. <br /> He would like the residential units and time share units to be broken <br /> down as to what exists in the town. <br /> Selectman Carter has no objections but would like more clarifica- <br /> tion on the subject matter. <br /> The Selectman agree for the Building Department to use their own <br /> guidelines and inspect by unit or range of units in catagories that <br /> will be easier to comply with the fee schedule. <br /> The town buildings may be waivered, but certainly inspected. The <br /> Board of Selectman will comment on this matter when the Building Depart- <br /> ment returns with- the fee schedule. <br />
