r 1. BOARD OF SELECTMEN MINUTES MONDAY, SEPTEMBER 24, 1990 Present: Selectman Carter, Selectman Gottlieb, Selectman Hanson, Selectman Jacobson and Selectman Lawrence Executive Secretary Kevin J. Harrington Town Counsel Joseph J. Reardon Guests: Paul Ott, Doug Boyd, William Hauck, Doris Dottridge and Mashpee Residents of Sachem Village The Meeting was Called to Order by Chairman Carter at 7: 00 p.m. Selectman Gottlieb made the motion to approve the minutes of Sept- ember 17, 1990. Selectman Jacobson seconded the motion. The Board votes unanimous to approve the past minutes. APPOINTMENTS AND HEARINGS: 7: 00 p.m. Approval of Fee Schedule: Certificate ' of Inspection: William HaucV. presented a fee schedule of the required inspect- ions to be made annually by the Building Department, Fire Department and Board of Health. He also notes that this has been a long stand- ing statue of which the enforcement has been neglected. The inspections will begin the first week of October to upgrade the town regarding safety and occupancy with the Board' s approval. The commercial use code is not mandated by state code. The Board of Selectmen have the right to increase or decrease the fee schedule. The assembly and commercial include schools, theaters and churches. Once the annual requirement has been made, units in good condition can be inspected every five years on a routine schedule. Municipal buildings are required to pay the fee unless waivered by the Selectmen. Selectman Lawrence would like the fees to be defined more specific- ally. Selectman Hanson agrees the process is confusing. Mr. Hauck defined a multi family multi building to be similar to Sea Mist and a multi family single building to be a three or four unit building with four dwelling units in the building. Selectman Lawrence suggested for the Building Department to return with their own fee schedule instead of basing on the state fee schedule. He would like the residential units and time share units to be broken down as to what exists in the town. Selectman Carter has no objections but would like more clarifica- tion on the subject matter. The Selectman agree for the Building Department to use their own guidelines and inspect by unit or range of units in catagories that will be easier to comply with the fee schedule. The town buildings may be waivered, but certainly inspected. The Board of Selectman will comment on this matter when the Building Depart- ment returns with- the fee schedule.
