Based on potential litigation to the town with <br /> regards to the Building Department, Board of Health and Police Depart- <br /> ment along with residents of the Sachem Village, it was suggested <br /> not to go into Executive Session. <br /> Since the town has not been. threatened with a law suit and with <br /> the, presence of many concerned neighbors, Town Counsel advised there <br /> is 'no reason to 'go into Executive Session. <br /> Doris Dottridge advised to take this matter up at the Police <br /> Station -behind closed doors due to the sensitivity of this issue. <br /> Since the letter of concern was addressed to Selectman Hanson, <br /> he would like to follow through with this request -and meet with the <br /> Chief and Deputy Chief of Police promptly to represent the. Board of <br /> Selectmen on this sensitive issue. <br /> i <br /> With the presence of the Building Inspector and Board of Health, <br /> the Board decided to address the issues -of concern regarding those <br /> departments. <br /> The main concern of the residents is the home owned by Mr. James <br /> Kerrigan. There are broken windows., doors unhinged and a general <br /> safety hazard to -the neighborhood. <br /> The abutter to the rear of the building has left' message.s with <br /> the owner of this concern. He also cannot finish the landscape in <br /> his back yard due to the piles of loam on this lot involved. It is <br /> an attractive nuisance made to lower the value of his home he .replys. <br /> Mr. Boyd reviewed the house and noted the windows have recently <br /> been boarded and is secure. Mr. Kerrigan needs .a building permit. <br /> A moving permit and a foundation permit were issued to the applicant. <br /> When the applicant gets water on the property, he will issue a building <br /> permit. <br /> Selectman Lawrence has viewed the site ..and agrees it is a hazard. <br /> Under the building code, there must be progress on the construction <br /> or the permit is revoked. <br /> Selectman Gottlieb suggests the Board to draft a letter to Mr. <br /> Kerrigan along with the concerns from the neighborhood to urge progress <br /> to reduce the impact of its current state . We should also plan to <br /> monitor the property to see that progress has been made. <br /> Selectman Carter would also like a copy of the letter to be issued <br /> to the water districet to further the progress of the situation. The <br /> applicant could also be fined under the state building code to encourage <br /> a solution. <br /> Mr. Boyd has assumed that. Mr. Kerrigan would get the building <br /> permit after the foundation permit was issued. Mr. Kerrigan has not <br /> applied for a building permit. <br /> Selectman Hanson will telephone Mr. Kerrigan on this matter <br /> for results. <br />
