BOARD OF SELECTMEN Page 3 MINUTES MONDAY* SEPTEMBER 24, 1990 7;55 p.m. Discussion of Town- Meetin Warrant: . The Selectman viewed the articles for the town meeting warrant and held the following articles for .discussion; #4 , #18, #20, #22, #23, #24 #25, #27, # o, #42, #43 and #44. The motion was made by Selectman Gottlieb for the Board to 9support the .articles, not held for discussion. Selectman.'Hanson seconded the motion. The Board votes .in. favor 4-0. ` It is noted that Selectman Lawrence is not .voting. He reserves his right to object all articles . on the warrant. Article ,#4: This article involves the Planning Board and its enforcement powers :in the planning stage. The motion was made by Selectman Hanson to approve article #4. Selectman .Gottlieb seconded the motion. The Board votes in .favor. 4-0. Selectman Lawrence did not vote on this .issue. Article '#18: Selectman Jacobson is not in �avor of a new town hall. She feels the- town cannot afford it at this time. Selectman Carter agrees with - Selectman- Jacobson. He commends Selectman Hanson on his involvement with the project. Selectman Hanson feels the responsibility falls in our direction and there is no better time to build than now with little choice. It is in the best interest of the community. The Board has directed the Town Hall Building Committee to go out to bid and the townspeople have supported this issue. It is the option of the people to vote to decide. Kevin Harrington agrees with .Selectman. Hanson. We will never replicate this project and price in a .years. time and if we don' t do it now; we will never Ao it. He would like to avoid a constant debt fluctuation to the town. The first year cost is 1501 thousand. Selectman Gottlieb supports the project. It is our obligation to bring this issue ..to town meeting. The need is there: and in all capital facilities. Selectman Hanson also states that' the school will need the facilities and Dr. DeMoura could very well take -them. The motion was made by Selectman Gottlieb. to' support Article #18. Selectman Lawrence seconded the motion. Selectman Hanson also- favors - the article. Selectman Jacobson is opposed. Selectman Carter will vote on this article prior -to town meeting after exploring other alternatives. The vote is 3 in favor with l opposed and l not voting at this time. Article #20: Money from the Planning Board account to - fund an assistant which is a recommendation from the Finance Committee. Selectman Gottlieb made the motion to support Article #20. Selectman Jacobson seconded the motion. Three Selectmen are in opposition The vote is 3 opposed and 2 in favor of an assistant.
