I� <br /> BOARD OF SELECTMEN <br /> MINUTES <br /> MONDAY, OCTOBER 15, 1990 <br /> Present: Selectman Carter, Selectman Gottlieb, Selectman Jacobson <br /> and Selectman Lawrence <br /> Executive Secretary Kevin J. Harrington . <br /> Town Counsel Joseph J. Reardon <br /> Absent: Selectman Hanson <br /> Guests: Paul Ott-, Ernest Virgilio, Ben Lofchie, Jim McGonagle, <br /> Paul Somerville, Vern Thomas and Fred Peters <br /> The Meeting was Called to Order by -Chairman Carter at 7: 00 P.M. <br /> Selectman Gottlieb made the motion to approve the minutes of September <br /> 24, 1990. Selectman Jacobson seconded the motion. The vote of the <br /> Board is unanimous. <br /> Selectman Gottlieb made the motion to approve the minutes of October <br /> 1, 1990. Selectman Lawrence seconded the motion. The vote of the <br /> Board is unanimous to approve the past minutes. <br /> APPOINTMENTS AND HEARINGS: <br /> The Board of Selectmen would like to thank Selectman Hanson for <br /> his time and efforts with the proposed Town Hall and plans for the <br /> facility. <br /> Selectman Carter would like a committee formed as soon as possible <br /> to face these problems. He would like the Selectmen to submit names <br /> of whom they would like to service this committee. <br /> Kevin Harrington has suggested to keep all options available <br /> at this time. This includes the Pine Tree Corner facility. <br /> 7:.05 p.m. Rod and Gun _Club:_ _Approval of Proposed Dates for Liquor <br /> License: - - ---- <br /> Selectman Lawrence is concerned with issuing a series of dates <br /> to permit the Rod and Gun Club to sell liquor. He feels the club <br /> should apply as required by state law on an individual basis for this <br /> j type of permit. He also notes this should not be discussed as an <br /> annual liquor license since the club does not have one. <br /> I <br /> Selectman Gottlieb would like the Board to consider a one day <br /> license with a public hearing and charging a fee for each scheduled <br /> date of a ,liquor license function. .He suggest the Board not vote 'on <br /> this issue tonight, but take the dates under advisement until a formal <br /> hearing process. <br /> Mr. Reardon statesthere is no prohibition against it in the <br /> statue set forth wl`t-h. applying a rule of reason to it. <br /> Selectman Lawrence also notes there is a heavy annual fee to <br /> protect licensed establishments and certain establishments are getting <br /> around the payment of this fee by having one day functions. <br /> Fred Peters has mentioned that the club would like to obtain a <br /> year round license at a later date when they have the funds available. <br /> Chairman Carter has suggested for Kevin Harrington to draft a <br /> letter to. 'the ABCC for an advisory opinion on this matter. The Board <br /> will address the situation at that point. <br />
