z BOARD OF SELECTMEN Page 2 MINUTES MONDAY, OCTOBER 15, 1990 Step Increas for Patrolman Scott E. McCabe: Selectman Gottlieb made the motion -to approve a step-wage - increase for Patrolman Scott E. McCabe effective November 2, 1990. Selectman Lawrence seconded. the motion. The Board votes in a unanimous decision to approve the increase of the fourth year police officer. Letter of Resignation from Patricia Hicks: Selectman Jacobson moved to accept the. resignation of Patricia Hicks as office manager of the Assessors Office with great regret. Ben Lofchie will discuss the position with Kevin Harrington this week. The retirement date is effective on December 31, 1990, but she will be leaving the position at the end of October with her allotted vacation time. The Selectmen agree she has been an asset and a very loyal and devoted employee. Freeze on Hiring: Selectman Lawrence has recommended the Board of Selectmen have an immediate freeze on hiring for the. next two weeks regardless of the position. Ben Lofchie feels this would handicap our assessing with less personnel to do the job. Chairman Carter noted this is not the intention of the Board, to freeze the hiring of a replacement office. manager. .Selectman Carter would like to schedule a general meeting with the Board to discuss the freezing and financial aspects. He would like any comments regarding layoffs to come from. the Board of Select- men. He also notes the finance committee members are entitled to their own opinion. Selectman Lawrence made the motion for all positions in the town to be on hold for the next two weeks until a decision has been reached by the Board. Selectman Gottlieb seconded the motion. The Board votes in a unanimous decision to freeze hiring for the next two weeks regardless of the position. The Board has agreed with Chairman Carter' s decision to invite other department heads to the meeting. 7: 26 p.m. Oyster Regulations Hearing: Shellfish Warden Paul Somerville reviewed the 1990 Oyster Harvest Regulations with the Board of Selectmen. He anticipates 30-40 permits. Three weekends are allocated to obtain the oysters. The harvesters may .only fish one day per weekend, but the permit is good for all three weekends. The Mashpee resident/taxpayer permit fee is $15. 00 and the non- resident fee is $30. 00. These are non commercial permits.
