BOARD OF SELECTMEN Page 3 <br /> MINUTES <br /> MONDAY, OCTOBER 22, 1990 <br /> Hiring Freeze: <br /> At their meeting of October the 15th, the Board of Selectmen <br /> have put a temporary freeze on hiring. <br /> Selectman'Gottlieb has suggested a criteria to be established. <br /> Our vacancy rate is not enormous. It may cost us more not to fill <br /> the positions and public health and safety may be a concern. He <br /> would like to take a measured approach on hiring. <br /> The positions open at this point are in the Board of Assessors <br /> office, an assistant planner, additional part-time help in the <br /> Conservation Department, Police and Fire have vacancies with officers <br /> retiring .and the need for on call dispatchers. Kevin Harrington has <br /> stated approximately three full time positions are open in the above <br /> named departments. <br /> Selectman Carter agrees with the criteria aspect. It is up to <br /> the Department . Heads and the Board of Selectmen to decide and approve. <br /> The Board of Selectmen will present a general criteria and then proceed. <br /> Selectman Lawrence feels the real problem is in FY 92, we will be <br /> talking about letting people go, not new positions. He would like to <br /> consider a freeze for this year and next year. He would like this <br /> problem looked into more specifically. <br /> Chairman Carter would like the Department Heads to contact Kevin <br /> Harrington with the freeze in place. He would like their input in <br /> writing.- <br /> Kevin Harrington has reported that prior to the position to be <br /> posted, the. position will be reviewed and accepted by himself and the <br /> Board of Selectmen. <br /> Selectman Jacobson. feels that if we are advising personnel to <br /> level fund, we have pretty well established our criteria for funding. <br /> Selectman Gottlieb feels that guiding principals have to be . <br /> established. A set of criteria of what is and isn' t negotiable with a <br /> set of .board consensus opinions. <br /> Mr. Lofchie spoke on behalf of the Assessors position. He has <br /> discussed this concern with Mr. Harrington and feels the position should <br /> be filled immediately. , The , Assessors office is in .the process of <br /> doing their own. assessing` rather than hiring an outside firm. The office <br /> manager position is going to change into a field position for correct <br /> listings and measurements. The current office staff will pick up the <br /> extra work from the office managers position. <br /> Mrs. Greelish has credited the Board of Assessors for reevaluation <br /> of this position. It is a creative long range planning that should be <br /> encouraged. <br /> Selectman Carter, Selectman Gottlieb and Selectman Lawrence will <br /> volunteer their assistance with Kevin Harrington to develop criteria. <br />
