4 BOARD OF SELECTMEN Page 4 MINUTES MONDAY, OGTOBER 22, 1990 Economic Dev..elo ment 'Committee : Chairman Carter would like to increase town revenue . and generate extra money, to the town. He would . like to advertise arxi fill the positions of the . Committee. This- was a suggestion .made in September. The motion was made by Selectman Lawrence to advertise and fill the positions of -the Economic Development Committee. Selectman Gottlieb seconded-the- motion. The Board approve unanimously. Mr. Harrington will advertise for committee members. Alternatives for a Town Hall Facility: Selectman Carter does not want to delay the need to plan for a new town hall facility. He suggests a committee be formed to .discuss alternatives. . Selectman Lawrence suggests the formation of`'a` three member committee. The Executive Secretary, a Board Member from the Finance Committee and a Selectman, Kevin Harrington, Jim Vaccaro .will have .a representative from the Finance Committee and Selectman Jacobson has offered her services.: to seek alternatives for a town hall.. Budget -Process:... Kevin"Harrington commented as-. wo. go into budget process we will construct budgets with known revenue. It will be outlined when you see the potential effect. This year is not a good time to look for additional revenue from a local source. . It will not happen overnight, Selectman Gottlieb . agreed with Mr. . Harrington not to plan the budget without. an override. Ballot, Questions: As suggested at their last meeting .the Selectmen would like to inform Mashpee of their views on the November ballot. Selectman Jacobson agrees it is the Board' s responsibility to advise the townspeople on how the various effects will be to the town departments. Selectman Hanson feels it is not our business °to inform on how we will . vote. The Selectmen' s Association has' opposed. Question #3 and Mashpee does -not have to be singled out He will' abstain from voting. Kevin Harrington feels there is no way to determine the effect. The legislature will determine the spending. . Selectman Gottlieb has opposed Question #2. It is characterized as a way to cut out state consultants. The state is required to classify as a state position. This would create a position to replace con- sultants. Selectman Lawrence seconded the motion to oppose #2. The vote to oppose. is 4-o. i
