4 BOARD OF SELECTMEN Page 4 <br /> MINUTES <br /> MONDAY, OGTOBER 22, 1990 <br /> Economic Dev..elo ment 'Committee : <br /> Chairman Carter would like to increase town revenue . and generate <br /> extra money, to the town. He would . like to advertise arxi fill the <br /> positions of the . Committee. This- was a suggestion .made in September. <br /> The motion was made by Selectman Lawrence to advertise and fill <br /> the positions of -the Economic Development Committee. Selectman <br /> Gottlieb seconded-the- motion. The Board approve unanimously. Mr. <br /> Harrington will advertise for committee members. <br /> Alternatives for a Town Hall Facility: <br /> Selectman Carter does not want to delay the need to plan for <br /> a new town hall facility. He suggests a committee be formed to .discuss <br /> alternatives. . <br /> Selectman Lawrence suggests the formation of`'a` three member <br /> committee. The Executive Secretary, a Board Member from the Finance <br /> Committee and a Selectman, <br /> Kevin Harrington, Jim Vaccaro .will have .a representative from <br /> the Finance Committee and Selectman Jacobson has offered her services.: <br /> to seek alternatives for a town hall.. <br /> Budget -Process:... <br /> Kevin"Harrington commented as-. wo. go into budget process we will <br /> construct budgets with known revenue. It will be outlined when you <br /> see the potential effect. This year is not a good time to look for <br /> additional revenue from a local source. . It will not happen overnight, <br /> Selectman Gottlieb . agreed with Mr. . Harrington not to plan the <br /> budget without. an override. <br /> Ballot, Questions: <br /> As suggested at their last meeting .the Selectmen would like to <br /> inform Mashpee of their views on the November ballot. <br /> Selectman Jacobson agrees it is the Board' s responsibility to <br /> advise the townspeople on how the various effects will be to the town <br /> departments. <br /> Selectman Hanson feels it is not our business °to inform on how <br /> we will . vote. The Selectmen' s Association has' opposed. Question #3 <br /> and Mashpee does -not have to be singled out He will' abstain from <br /> voting. <br /> Kevin Harrington feels there is no way to determine the effect. <br /> The legislature will determine the spending. . <br /> Selectman Gottlieb has opposed Question #2. It is characterized <br /> as a way to cut out state consultants. The state is required to classify <br /> as a state position. This would create a position to replace con- <br /> sultants. <br /> Selectman Lawrence seconded the motion to oppose #2. The vote <br /> to oppose. is 4-o. <br /> i <br />
