i <br /> r • <br /> i} BOARD OF SELECTMEN Page 2 <br /> MINUTES <br /> MONDAY, NOVEMBER 5, 1990 <br /> Chairman Carter has asked Mr. Boyd as a town representative <br /> to - explain the bylaw to Mr. Regan lodging the complaint who has <br /> claimed he has no.t recieved any response to this concern. <br /> Regarding the letter of complaint against Priscilla Stolba <br /> for operating a real estate business out of her home will be <br /> persued by Mr, Boyd. If she is in fact operating a business out <br /> of her home, Mr. Boyd will send a letter to cease operation. <br /> Selectman Jacobson questions whether all business operators <br /> such as painters and builders who have cards and run a -business <br /> out of their home be contacted. <br /> Since a complaint has been lodged, it has to be acted upon. <br /> There are home occupational permits available that can be renewed <br /> every two years. The exemption is for the business of a real .estate <br /> broker tooperate out of their home. <br /> Mr. Boyd agrees with Chairman Carter' s suggestion to make <br /> modifications of the bylaw for the Selectmen to review. As it stands <br /> now, it allows everything by .special permit in the home with the <br /> exception of a real estate broker. <br /> The goal for the next Town Meeting will be airnendments for <br /> j special provisions for home offices. By the change, it should be <br /> easier to control. The Board agrees. <br /> I <br /> Concerning the interest of Mr. Regan in the appointment to <br /> the Conservation Commission, Selectman Jacobson has stated the infor- <br /> mation is erroneous. She has reviewed the past minutes of the <br /> Conservation Commission and Mr. Regan has not attended his 'second <br /> jinterview on July the 12th. <br /> Chairman Carter has asked Mr. Harrington inform Mr. Regan that <br /> if he wishes to become a member of the Commission, to attend a <br /> meeting with the Board of Selectmen for consideration. <br /> FY 92 Budget Process Discussion: <br /> Kevin Harrington has invited the Board. of Selectmen to attend <br /> a discussion of the budget briefing with the department heads on <br /> Thursday, November -the 8th at 10.: 30 a.m. - <br /> Mr. Harrington will review the anticipated revenue and time- . <br /> table .to submit their budgets. The department heads will have one <br /> month to forty-five days to complete. their work. <br /> He has asked them to submit a level funded. budget. He feels <br /> there is no need to submit two budget<per FY 90. <br /> Mr. Harrington will have the FY 92 budget for the Board to <br /> review in mid' J anuary. <br /> Economic Development Committee: <br /> Kevin Harrington has advertised for this position in the local <br />
