BOARD OF SELECTMEN � MINUTES MONDAY, DECEMBER 3, 1990 Present: Selectman Carter, Selectman Gottlieb, Selectman HaiZson, Selectman Lawrence Executive Secretary Kevin' J. Harrington Town Counsel Joseph J. Reardon Absent: Selectman Jacobson Guests: Deidre Greelish, Carl Heller, Jim Vaccaro, Bill Jones, Janice .Mills, Elizabeth Petti, Paul Somerville, Patrick Coffey, Paul Ott, Diane Rommelmeyer, Al Polsi, Dr. DeMoura and James Conery The Meeting was Called to Order by Chairman Carter at 7: 05 p.m. The motion was made by Selectman Gottlieb to approve the minutes of November 19, 1990 and November 26, 1990 Regular Sessions and the November 28, 1990 Emergency Meeting. Selectman Hanson seconded the motion. The Board votes in a unanimous decision to approve the PP Past minutes. APPOINTMENTS AND HEARINGS: 7: 06 p.m. Steve Cadrin - CZM Update: , The meeting has been re-scheduled for Monday, December 17, 1990 at 6: 30 p.m. before the Special Town Meeting. Guidelines for Replacement/Retention of Municipal Em2loyees: The Board of Selectmen have reviewed the guidelines and agree it is a policy to adopt and mandate before approving vacancies in the town departments. The guidelines are in effect immediately. The temporary hiring freeze has been withdrawn by the Selectmen. The motion was made by Selectman Gottlieb to adopt the guidelines as a policy through Fiscal 1991 and review in June of 1991 for consider- ations of extension and modification for Fiscal 1992. Selectman Hanson seconded the motion. The approval is unanimous with the Selectmen present. The vote is 3-0. Selectman Lawrence has not arrived at this time. I Chairman Carter has asked Kevin Harrington to distribute the guidelines to all departments. Execution of the Sturgis Lane Order of Takkin The motion was made by Selectman Gottlieb to execute the order j of Taking for Sturgis Lane in accordance with Article 32. Selectman Hanson seconded the motion. The Board votes in favor of the Order of Taking. The vote is 3-0. The taking and plan will go on record on December 6th or 7th.
