BOARD OF SELECTMEN Page 4 <br /> MINUTES <br /> MONDAY, DECEMBER 3, 1990 <br /> Falmouth Tuition Deficit - FY 91: <br /> With Mr. Harrington serving as the new Executive Secretary, <br /> the school department was told the money figure was reduced. There <br /> was one hearing on the budget and the set of rules from the Board <br /> of Selectmen with the reduction of money. Dr. DeMoura reports there <br /> was no other directive from the Selectmen. <br /> Selectmen Hanson noted that if any department exceeds 2%, the <br /> additional monies are to be. found elsewhere in their department. <br /> Mr. Vaccaro has reported'Aha't_ -only 2% has been set aside for negotia- <br /> tions. There has been a miscommunication of negotiations. <br /> Concerning the issue of enrollment, Dr. DeMoura feels it is <br /> difficult to project enrollments especially when there was a 22% <br /> increase in enrollment in one year. He also notes the credit to ' <br /> be recieved fr'om •Cape Cod Tech for the decreased enrollment. <br /> Selectman Gottlieb made the motion to support the directive of <br /> the Finance Committee. To support funding the amount of the deficit <br /> attributable to the changes with Falmouth High School enrollment and <br /> with the final number of enrollments, to look at the outstanding <br /> balance when the rate is set for review of payment. <br /> Selectman Hanson seconded the motion. The Board votes in a <br /> unanimous decision to approve the directive. The vote is 4--0. <br /> 8 : 10 p.m. Flume Restaurant Closing: <br /> Selectman Lawrence has stepped down for this hearing. <br /> The motion was made by Selectman Gottlieb to approve the closing <br /> of the Flume Restaurant from November 21, 1990 until January 9; 1991. <br /> Selectman Carter seconded the motion. The Board votes unanimously <br /> to approve the closing• dates. The vote is 3-0. <br /> 8 : 12 p.m. Fiscal Policy Advisory Report: <br /> Kevin Harrington gave the Board a brief review of the Fiscal <br /> Policy Advisory Report as prepared by Carl Heller, Wayne Garrett, <br /> Al Polsi, Anne Shaw, Diane Rommelmeyer and Kevin Harrington, <br /> The review is comprehensive and the Committee has done an <br /> excellent job with the report and recommendations. With the increase <br /> in population, it is an excellent review with guiding principals to <br /> address in FY 92. <br /> Mr. Harrington reports our solutions are our own. The debt <br /> structure is manageable at this time and cost controls are worth <br /> pursuing. <br /> Chairman Carter spoke on behalf of the Selectmen to the Committee' si <br /> excellent report. He would like this available for review at town <br /> meeting. <br /> Selectman Gottlieb also agrees and would like public comment from <br /> the report. Mr. Harrington is overall pleased and would like the <br /> Committee to remain and work with the Selectmen. <br />
