BOARD OF SELECTMEN Page 5 <br /> MINUTES <br /> MONDAY, DECEMBER 3, 1990 <br /> 'Fiscal Policy__Advisory Report: <br /> Mr. Al Polsi commented on the rewarding experience to service <br /> this committee and the benefit of Kevin Harrington. He has recom- <br /> mended the policy be distributed to the taxpayers. He has seen <br /> things in a different perspective since working with the committee <br /> and acknowledges the value of this report. <br /> Chairman Carter has suggested to make the report available at <br /> the local post office and at town meeting. Selectman Gottlieb has <br /> suggested a mailer to report the availability of the report and have <br /> the resident request the mailing of it. Selectman Hanson also agrees. <br /> Bill Jones agrees. with Mr. Polsi. He feels the report should <br /> also be. available in .graphics for comparison and agrees with the need <br /> to communicate to the public. <br /> Discussion Relative to South Cape Beach: <br /> Selectman Gottlieb presented a third option relative to South <br /> Cape Beach. The town and state would sign an agreement for the town <br /> to keep the existing parking lot and gain use of the existing state <br /> parking lot at the end of Great Oak Road. The state would construct <br /> the new town beach on the eastern portion of the beach. The town <br /> would then have the option through 1995 at any time to inform the state <br /> that it would like to take over use of the facility. The town would <br /> transfer ownership at that time. <br /> The roadwork would be completed as discussed. DEM would construct <br /> a contact station at the intersection of Great Oak Road and McGregor <br /> Road. The town would get unrestricted use of the western side of the <br /> beach through 1995 unless we choose to exercise our option. <br /> Selectman Gottlieb feels this would benefit the town in viewing <br /> the new town beach to see what it would look like before voting in <br /> agreement. In the event of a storm during the five year period, there <br /> is language to provide dual access to the beach between the state and <br /> town. <br /> Selectman Gottlieb has discussed this option with Mr. Kirsner. <br /> He agrees with the concept. Selectman Carter also agrees this is a <br /> fair option. Selectman Hanson also agrees with the option. Selectman <br /> Lawrence also agrees but is cautious with decision date of 1995. If <br /> the project iS not completed until 1993, we should not give up the <br /> beach until 1998. <br /> The motion was made by Selectman Lawrence to support the third <br /> option as discussed by Selectman' Gottlieb. Selectmani Gottlieb seconded <br /> the motion. The decision is unanimous with the Selectmen. The vote <br /> is 4-0. <br /> Approval of Step Increase for Kevin Hicks: <br /> The motion was made by Selectman Gottlieb to approve the step <br /> increase for Kevin Hicks effective November 21, 1990. The hourly <br /> rate is $9. 50. <br /> Selectman Hanson seconded the motion. - The Board votes in a <br /> unanimous decision to approve the increase.. The vote is 4--0.' <br /> Letter of Resignation from HousinFj Authority: <br /> The motion was made by Selectman Gottlieb to approve the resig- <br /> nation from Patricia Hick from the Housing Authority effective on <br />
