33 Winslow Road <br /> Accessory Vartment <br /> Martin Ahearn and Peter McCormack showed photos of existing apartment that is already pre-existing, but had <br /> not approved special permit. Mr. Ahearn rents to a family member and hopes to sell to future in-law who will <br /> continue to rent to a family member. <br /> Conclusion: Russ Wheeler will check with Board of Health and will have Fire Department go through to <br /> conform to today's rules. Applicant scheduled for June 9 ZBA review. If they have no purchase/sale <br /> agreement then they'll get a continuance so if they sell new owner won't have to go through same process <br /> again. If they don't sell,will then proceed. <br /> Boat Storage and Maintenance Building <br /> Wags Road <br /> Kevin Kirrane <br /> Kevin Kirrane addressed the meeting showing photographs the group had developed with computer and showed <br /> site plan. He stated the photographs show the site would be virtually invisible from Route 28. He said he <br /> recommended to his client that substantial plantings be done. <br /> Sheldon Hamblin questioned distance from building to nearest boat. Jeffrey Ryther(BSS Design) said he spoke <br /> with Chief Baker and, in addition, he has a Fire Engineer who is reviewing the plan. Sheldon said that he <br /> couldn't go along with plan as presented because it does not meet fire code,but he would look at whatever the <br /> Fire Engineer has to offer. <br /> There was an extremely lengthy discussion and review of this matter. Following are some of the main issues <br /> that were discussed: <br /> • Photographs developed on computer to show screening of property tumed out to be unrealistic. When <br /> Design Review asked how they will do what is shown in photos, response was this is just an exercise <br /> and shows how it would look 20 years from now. <br /> • Design Review asked applicant to please be fair and honest in future presentations. <br /> • Jeffrey Ryther said Fire Engineer who is reviewing the plan would also offer fire suppression plan. <br /> Sheldon responded that he would look at whatever the engineer has to offer but if it does not meet fire <br /> code then Fire Department cannot go along with that engineer's plan. Sheldon asked for details of fire <br /> suppression that Engineer working on. Jeffrey Ryther said they do not have that data. <br /> • Walter suggested to save them time and money that they may want to look into fire requirements, etc., <br /> but Kevin Kirrane said they'd like to see if setback is acceptable to Design Review. <br /> • Landscaping problem: No one has been allowed to level from lot line to lot line. Natural vegetation is <br /> by-law requirement. Design Review trying to work with applicant to go in right direction but screening <br /> the area is going to be a problem and this has been brought up repeatedly. Proposal applicant presenting <br /> here is not doing any screening. <br /> • Function of setbacks with regard to fire issues is on one side and setback is another issue. Tom and <br /> Walter walked the property to try and see how it would work. Walter offered for he and Tom to go to <br /> the site with applicant's representatives so they can see what's actually there. <br /> • Future presentation: Take photos and put boats in to see how it looks. <br /> • As presented now, retaining wall, fence, guardrail, shrubs all on buffer line. This is not realistic. <br /> • Jeffrey Ryther noted that among many problems they have with site are problems with easement lines <br /> and problems with telephone poles. <br /> • Kevin Kirrane said he is going to talk to Tom Fudala about why Wags Road has to be paved all way up <br /> to property line. <br /> • Applicant may approach Johnny's tube to see whether they can work out landscape easement. <br />
