f Site Plan and Landscape Review
Clover Paving
759 Falmouth Road
Kevin Kirrane addressed the Committee stating this is the third meeting on this project and he feels the Board
has to take into consideration that this is industrial land being used for industrial purpose. He said their design
person contacted Walter and as a result they've come up with an alternative design. Kevin Kirrane said there is
{ a degree of frustration on the part of applicant. Walter responded by stating that when plans are reviewed by
this Committee it is not done for his personal preference, but rather done as a Committee review and they take
into consideration By-Law requirements, surrounding neighborhood areas, etc.
The proposed revised Site Plan and Landscape Plan were reviewed and below are some of the issues discussed
in detail:
• No need for another gable at rear roof.
• May eliminate one of the dormers if they wish to save money.
• No asphalt shingles needed on back roof; only shingle on little roof down sides.
• Dumpsters to be screened. Where will they be located?
• Where will heating/AC units be placed?
• Porch...Reminded applicant to make sure there is 4 foot clearance for handicap access.
Lights...Reminded applicant that lights not to shine past property line.
• Applicant has to return to Design Review for signage approval.
• Mary listed suggested plantings on the Landscape Plan.
• Mary's September 20, 2004 memo to Clover Landscape discussed and attached to printed set of these
minutes.
Conclusion: Site Plan approved per comments noted on Site Plan; and Landscape Plan approved per
comments noted on Landscape Plan and also per Mary LeBlanc's September 20 memo to Clover(copy of
the memo attached to printed set of these minutes). In addition, Clover to bring back the stamped
approved Landscape Plan to Building Department since only one copy was submitted and Building
Department requires the approved copy for their files.
Discussion
Harwich Concrete...Mary LeBlanc apprised the Committee on the decision handed down by the Cape Cod
Commission in connection with the DRI application submitted by Harwich Concrete Block Company. In
particular,Mary noted that the Cape Cod Commission approved with imposed conditions—in particular, the
Commission is having Harwich Concrete create a vegetated 100 foot wide buffer from Route 130; a 30 foot
buffer along Nicoletta's Way; a fine of$5,750 is to be paid by Harwich to Barnstable County to be used toward
nitrogen mitigation in the Mashpee River; and Harwich Concrete is donating 4 acres at the back of the property
to Conservation. Copy of the decision dated September 2, 2004 is attached to the printed set of these minutes.
Mary advised that Harwich hired a landscape architect to do the Plan and then they'll come to Design Review.
k In addition, copies of Sidney Heimberg's September 15 and September 16 letters were read and are attached to
the printed set of these minutes.
