Eastern Bank
6 Shellback Wav-Deer,Crossing
-Carol Bugbee and Geoff Diehl of Poyant Signs, Inc. stated that Plymouth Bank and Eastern Bank merging and name
changing to Eastern Bank. They showed current signage at the Plymouth Bank to be replaced to reflect the name change
plus they showed signage they want to add on the side building wall facing"back"parking lot area They indicated they
would like to replace the freestanding sign with an illuminated sign and replace existing directional signs to make them
more obvious and easier to read. Finally, they proposed changing the coloring and lettering on the clearance signage on
the canopy over the drive-up section to make it more prominent and easier to read. The Design Review Committee
reviewed all the proposals and counter-proposals offered and detailed discussions were held.
Conclusions:
1. Applicant stated they would use gooseneck lighting option, rather than pursuing special permit for other
lighting options.
2. Replacement building wall sign approved, subject to size being approved by Building Department.
3, Proposed sign to be added at side wall by back parking area approved subject to size being approved by
Building Department.
4. Replacement for sign on post approved—they are using same post, merely replacing sign.
5, Clearance signage on canopy approved with condition color of banner on building will be cream colored
with blue lettering.
6. To provide site Plan showing location of where directional signs are going to be placed. This site Plan can
be left with Building Department for Design Review to review.
Site Plan and Landscape Review
Wags Road
Boat Storage
Kevin Kirrane
Attorney Christopher Kirrane opened the discussion by stating that Andrew Conway,Jeff Ryther and Anthony Caputo
(Fire Engineer from Pyrotech)were present for this meeting.and that Jeff would present the modified Plan. Jeff began his
presentation by stating the modification to the Plan brought the grade site down;however it was pointed out by Design
z Review that the buffer has to be 10 feet but from the Plan the back wall is in the buffer so that has to be moved in. There
followed a very lengthy discussion trying to work towards moving this project along. Applicants were advised that in
order for Design Review to review this project their submission has to be the Plans that they are proposing and these plans
would be same that are submitted to all the other Boards for approval. The Plans must include measurements to scale,
landscaping, and all structures, tanks, dumpster, etc, that they are proposing to place on the site. Some of the highlight
issues that were part of the detailed discussion are:
• Must conform to Fire Department requirements.
• Deputy Hamblin said Fire Department received a Comprehensive Plan filed by Fire Protection Engineer and a
copy was sent to the Planning Board. A copy of this Comprehensive Plan will be sent to the Board of Appeals
and to Design Review.
• Site Plans to be to scale...Applicant advised of types of information to be included in Site Plan.
• Applicant stated they are going to contact Mary LeBlanc regarding landscaping before coming to next meeting.
• Applicant advised they would not have any pole lighting because their power easement agreement with NStar
does not allow them to have pole lighting.
• Applicant stated that right now they are not proposing to do rack storage but would like to do so in the future and
would do so outside, not inside the building.
• Inside building will be maintenance.
Conclusion: To submit Plans that are to show footprint and elevation and everything to scale. Should indicate on
Plans tanks or anything to be stored outside,including dumpsters,as well as indication of materials being used;
colors; dimensions of building(s); and lighting proposed. According to Applicant, their power easement agreement
with NStar stipulates they cannot have any poles for lighting. Landscape Plan needed.
