Minutes of Combined Meeting of <br /> Mashpee Design Review Committee and <br /> Mashpee Plan Review Committee <br /> Held Thursday, October 25, 2007 <br /> Mashpee Town Hall Meeting Room 1 <br /> Design Review Members Present: Thomas O'Hara, Walter Yarosh,Robert Nelson, Tom Jalowy, and <br /> Richard Stevens. <br /> Plan Review Members Present: <br /> Richard Stevens, Building Inspector <br /> Charlie Maintanis, Local Inspector <br /> Sheldon Hamblin, Deputy Fire Chief <br /> Drew McManus, Conservation Agent <br /> Tom Fudala, Town Planner <br /> Joel Clifford—Fire Department <br /> Meeting called to order at 9:15 a.m. <br /> PROJECT FOR REVIEW: <br /> Sovereign Bank <br /> 3 Charles Street <br /> Don Me�zathlin <br /> Don Megathlin,Matt Eddy, and Peter Glick of SMMA(Architect firm for Sovereign Bank) appeared. <br /> Peter Glick showed picture of proposed bank building. Don Megathlin addressed the Committee stating he <br /> spoke with Charlie about handicap parking and they added 2 handicap parking spaces. He said they met <br /> handicap parking requirements but have thought about eliminating one by Marshall's. He said the bank <br /> estimates having 14-16 regular parking spaces. With that, the following points were reviewed and <br /> discussed: <br /> j • Don Megathlin said they have a landscape plan but did not ask Mary LeBlanc to come since it is a <br /> straightforward plan. <br /> • Lighting—they are taking out 1 of the streetlights; all lighting has been completed. <br /> • On the site layout plan,Matt Eddy pointed out the drive-through lane and Don said they had to re- <br /> locate Verizon and NStar and are having the engineers do the relocation. <br /> • Don stated that one Planning Board member asked them to do a traffic study and they did. Three <br /> issues were addressed: The distance from Route 28 to the bank driveway is within requirements; <br /> Charles Street has adequate traffic width; and they looked at 2 Southeast banks and determined the <br /> traffic circulation is more than adequate. <br /> • Matt stated that the HVAC enclosure does not have to meet setback and is not a variance issue. <br /> • The Committee asked whether or not sidewalk near the bank parking lot could be extended so the <br /> customers wouldn't have to walk in traffic lane. The response was "yes", they could do that. Don <br /> Megathlin noted that ZBA asked for pedestrian access from old liquor store and that would tie into <br /> the walkway we're talking about. <br /> • Both Walter Yarosh and Charlie Maintanis pointed out that the handicap parking spaces do not <br /> meet the requirement of being placed close to the point of entrance they are serving. Charlie <br /> added that because of this,they still have a problem. Charlie said they've had calls on Olympia <br /> and Marshall's handicap parking. Don Megathlin will coordinate with Charlie on the handicap <br /> parking. <br /> • Tom Jalowy pointed out that since 7 Korean boxwoods on the landscape plan are on sidewalks and <br /> are very pungent, he suggested they replace these with whatever else Mary LeBlanc uses. <br />
