Doug Storrs <br /> Jobs& Whitings Road Commercial Space <br /> Mixed use mixed income nei borhood <br /> Doug Storrs addressed the Committee saying he was here today to go through the site plan for <br /> Jobs and Whiting Road project that was approved under Chapter 40B planning law. Mr. Storrs <br /> said a peculiar aspect is commercial space referred to as living/work buildings. He explained 2 <br /> neighborhoods were approved by ZBA and they had to go through the Cape Cod Commission for <br /> the commercial use space and came back and completed approval with ZBA. Mr. Storrs said they <br /> did a lot of research on built examples.. He said during the process there was an opinion given as <br /> to whether the Planning Board had purview over commercial space. He said Town Counsel had <br /> said the conservative'approaeh is to go through the Planning Board and so they are reviewing <br /> only the commercial aspect. Mr. Storrs said at this point the review is the first floor space of <br /> these live/work buildings. Mr. Storrs emphasized that he is not talking about the whole project <br /> today and has not talked about the whole project with the Planning Board. He is only talking <br /> about the first floor commercial space units. Sheldon asked whether the units are separated or <br /> connected? Mr. Storrs responded"both"...he said very similar to today's town homes. <br /> Mr. Storrs said right now the project has 7 different phases. The first phase will be to build up <br /> from Mashpee Commons and along Jobs Fishing Road; then the other side of Jobs Fishing Road. <br /> There was a very lengthy review and discussion. Highlights included: <br /> • Mr. Storrs said the approach they took with the Planning Board is like they did for the <br /> 1986 Master Plan. <br /> • Mr. Storrs explained they did storm water management analysis; spent a lot of time with <br /> George Baker on Fire Department issues; submitted some of the contract documents to <br /> Charlie Rowley; and then all contract documents were submitted to the Board. <br /> • Parking...Residents parking on their lot; commercial parking on the street. ZBA permit <br /> has a"shadow" clause so that they can come back and request more parking if needed. <br /> Bob Nelson commented that the"shadow parking"also said that ultimately they might <br /> have to take"open space" and use for parking. <br /> • Affordable units...from the exterior, no physical difference between affordable housing <br /> and other units. <br /> • Sales...some are for sale; some for rent...both for affordable and market-rate units. <br /> • Tom Fudala commented that Planning looking at uses; parking; drainage. He said they are <br /> formally at Planning Board for Special Permit so that is why they are here. <br /> • Doug Storrs pointed out the compilation they put together that Town and all boards have. <br /> He said that compilation has all the information. <br /> • Doug Storrs said every time they build another building they go to ZBA for minor <br /> modification to the existing Special Permit. <br /> • Mr. Storrs explained that for property they sell Mashpee Commons will first approve <br /> architectural review before owner can apply for a building permit. Not only does buyer <br /> have to get architectural review permit and building permit, but cannot get an occupancy <br /> permit until Mashpee Commons approves final building. Mn this way it maintains control <br /> and takes responsibility off the Building Department. <br /> • Charlie Maintanis asked whether or not the multiple dwelling units were for sale or for <br /> rent? Doug Storrs said"both". Mr. Storrs said he is aware of all cod_a requirements and <br /> have met them. <br />
