Minutes of Combined Meeting of ✓C ��,S <br /> Mashpee Design Review Committee and <br /> Mashpee Plan Review Committee <br /> Held Thursday,May 8, 2008 <br /> Mashpee Town Hall Meeting Room 1 <br /> Design Review Members Present: Walter Yarosh,Robert Nelson, Thomas O'Hara, Tom Jalowy, and Richard <br /> Stevens. <br /> Plan Review Members Present: <br /> Richard Stevens,Building Inspector <br /> Sheldon Hamblin,Deputy Fire Chief <br /> Drew McManus, Conservation Agent <br /> Tom Fudala, Town Planner <br /> Charlie Maintanis, Local Inspector <br /> Joel Clifford—Fire Inspector <br /> Catherine Laurent,DPW Director <br /> Richard Stevens called the meeting to order at 9 a.m. <br /> Willowbend Country Club <br /> Simons Road/Fin Me Oot Section <br /> Applicant--Matt Eddy_ <br /> Matt Eddy,Jack McElhinny, Wayne Jacques, and David Wood appeared and participated in the presentation to <br /> the Committee. They explained this was modification No. 26 to the Willowbend Special Permit granted in <br /> 1985. They are submitting a proposal for 62 additional condo units. They said there would be 2/4/6-unit <br /> buildings. Some of the buildings will be 3 stories and for those they will need a variance from ZBA. They <br /> stated that with this proposal they are trying to develop condos in the price range of$700,000 to $800,000 <br /> geared for young families to come in the summer or for empty nesters. They said currently there are fewer than <br /> 6 children on the property; therefore they see no impact on the school system. They presented elevation Plans <br /> for the 2-story building,but did not bring any plans for the 3-story buildings, nor height elevation for the <br /> proposed garage buildings. The Committee stressed the importance of presenting detailed information on all <br /> proposed-buildings, including the garage buildings, in order for the project to be reviewed. Following are some <br /> of the details discussed during the review: <br /> • Everything would be serviced by their wastewater treatment plant; no on-site septic involved. <br /> • Operating under 1985 Zoning when Special Permit was granted. Tom Fudala noted that coming under <br /> 1985 Zoning there is mandatory 40 foot buffer and that's where you have the problem. Applicant said <br /> they met with the abutters and the biggest concern for the abutters was that Simons Road not be open for <br /> access to the general public so this is the configuration they preferred. <br /> • Tom Fudala suggested moving the public way behind the golf course. He said Simons Road was <br /> already relocated once and the relocation of Simons Road could be done by the Board of Selectmen and <br /> you don't have to go to Town Meeting. <br /> • Units have commercial fire alarms and commercial sprinklers. <br /> • Sheldon Hamblin noted that the Fire Department must have truck access so landscaping has to be <br /> carefully planned out so they can access roof without having to cut trees down. Sheldon said he would <br /> be happy to work with applicant in the re-designing stage to assure access capability. <br /> • Question: All 5A construction? Applicant responded, "yes". <br /> • 8 bio-retention centers throughout the site. <br /> • 2 parking spaces required per unit; they are providing slightly over that. <br />
