Minutes of Combined Meeting of <br /> Mashpee Design Review Committee and <br /> Mashpee Plan Review Committee <br /> Held Thursday,May 22, 2008 <br /> Mashpee Town Hall Meeting Room 1 <br /> Design Review Members Present: Walter Yarosh, and Richard Stevens. <br /> Plan Review Members Present: <br /> Richard Stevens,Building Inspector <br /> Sheldon Hamblin,Deputy Fire Chief <br /> Drew McManus, ConservationAgent <br /> Charlie Maintanis, Local Inspector <br /> Joel Clifford—Fire Inspector <br /> j .Glen Harrington, Health Agent <br /> Richard Stevens called the meeting to order at 9:05 a.m. <br /> Body Fusion Studio <br /> 68H Nicoletta'Way <br /> Fitness Studio <br /> Applicant Betsy Mello <br /> Betsy Mello appeared and said she rents the unit from the individual next door. She said she has a one-hour <br /> session each morning Monday through Saturday and a one-hour session Monday and Tuesday night. During <br /> the one-hour session there are about 5 to 10 people present. She said she is scheduled to go to ZBA next week. <br /> Following topics were discussed: <br /> • Bathroom is in the unit. Richard Stevens pointed out that no building/plumbing permits were pulled for <br /> the bathroom. Further, he said no Certificate of Occupancy has been issued for that building. <br /> • Parking...Ms. Mello said for her unit they park in front of her unit and at the side of the embankment in <br /> the middle. The Committee explained to the applicant that the buildings were designed and built for a <br /> different use. They were built for storage use; not for any public use. For her purpose alone, she would <br /> need I I parking spaces. They said parking should not be a problem because ample parking spaces are at <br /> the site. <br /> • It was explained to Ms. Mello that different use requires different requirements insofar as <br /> Fire/Construction/bathroom/access/egress/parking issues are concerned. <br /> • Ms. Mello stated she made a mistake in putting educational use on the application; she will change the <br /> use to business use. <br /> • Glen Harrington pointed out that overall there would be septic issues because the original use was <br /> storage. He said if use changes then(1) a septic inspection is needed and(2)a letter from the engineer is <br /> needed stating what the existing use is and if this is a new use can this use fit in the existing capacity of <br /> the septic system. <br /> Conclusion: Richard Stevens scheduled 9 a.m. tomorrow to meet Ms. Mello at the unit and will do <br /> another inspection based on her use and then make a list of issues that have to be addressed. The owner <br /> will be contacted since neither unit has a Certificate of Occupancy and the owner will also be provided <br /> with the list of issues to be addressed. <br />
