Minutes of Combined Meeting of <br /> Mashpee Design Review Committee and <br /> Mashpee Plan Review Committee <br /> Held Thursday, August 28,2008 <br /> Mashpee Town Hall Meeting Room 1 <br /> i <br /> Design Review Members Present: Walter Yarosh, Robert Nelson, Tom O'Hara, and Richard Stevens. <br /> Plan Review Members Present: <br /> Richard Stevens, Building Inspector <br /> Sheldon Hamblin, Deputy Fire Chief <br /> Tom Fudala, Town Planner <br /> Charlie Maintanis, Local Inspector <br /> Joel Clifford, Fire Inspector <br /> Catherine Laurent, DPW Director <br /> Glen Harrington, Health Agent <br /> Audience: Bob Wooldridge, Mashpee Americans with Disabilities Act Committee <br /> Richard Stevens called the meeting to order at 9 a.m. <br /> 470 Main Street <br /> Mashpee 130 Shoppes,Inc. <br /> Site plan Revisions <br /> Representative—Ann Sobolewski <br /> Ann Sobolewski, Bill Hulbig, Peter Sullivan, Ron Welch, and Wayne Tavares appeared. Ann Sobolewski <br /> addressed the Committee stating they made substantial changes to the Site Plan. She said they are in an <br /> unusual, unique position since they will be the first going to Historic review and the Historic Commission will <br /> have the most say on how the outside of the building will look. She advised that they hired a consultant to <br /> survey and their engineer's plans will be changed. Following items reviewed and discussed: <br /> • Porch on building 3 will remain as open porch, but they are making the design more of a farmer's porch. <br /> • They are proposing to close over the "jog-off'portion on the cinderblock building. <br /> • They haven't broken out inside—keeping as open plan. <br /> • Very possible it will be a single tenant. <br /> • They've obtained written authorization from 2 abutters of the property waiving the buffer requirement <br /> which they needed to accommodate the parking lot. Walter Yarosh asked: Why aren't you holding the <br /> 10 foot buffer that's required? Peter Sullivan said to accommodate parking. Ann Sobolewski added that <br /> by-law allows buffer can be waived/altered provided abutters approve and Planning Board approves. <br /> Walter pointed out that the reason the by-law calls for a 10 foot buffer is so property lines all don't run <br /> together. Peter Sullivan noted that on lot 2 and lot 3 they can maintain 20 foot buffer. Walter said but <br /> that would be on property you don't own. <br /> • They've allowed space to enable connecting parking lots if decided to do so in the future. <br /> • Although they will lose 3 parking spaces, they still have 1 spare left. <br /> • Handicap ramp with handrail,but Historic Commission will determine what the handrail is to look like. <br /> • Peter Sullivan said that by dropping first floor to meet code they were able to reduce the size of the <br /> ramps. Walter pointed out that code required that public entrances should be handicap accessible. Peter <br /> Sullivan said they will have to revisit the grades to be sure it works. Charlie Maintanis reminded them <br /> that 1 in 8 handicap parking,spaces have to be van accessible spaces. <br />
