4 <br /> Minutes of Combined Meeting of <br /> Mashpee Design Review Committee and C <br /> Mashpee Plan Review Committee <br /> Held Thursday, October 9,2008 <br /> Mashpee Town Hall Meeting Room 1 <br /> Design Review Members Present: Walter Yarosh, Robert Nelson, Tom O'Hara,and Richard Stevens. <br /> Plan Review Members Present: <br /> Richard Stevens, Building Inspector <br /> Tom Fudala, Town Planner <br /> Charlie Maintanis, Local Inspector <br /> Paul Bryant, Police Department <br /> Sheldon Hamblin, Deputy Fire Chief <br /> Glen Harrington, Health Agent <br /> Richard Stevens called the meeting to order at 9:05 a.m. <br /> South Cape Village <br /> Joy Street Roadway Plan <br /> Representative—Matthew Edd�r <br /> Charles Talanian and Matthew Eddy were present. Matt Eddy said this is a follow-up to the last meeting and <br /> they have addressed the comments raised at that last meeting. He said they've made the Joy Street road a one <br /> way street with 16 parking spaces-2 of which are handicap spaces. He said they've designed the radius to <br /> allow fire truck access, including the tower truck. They've bumped out in front of Roche Bros. store; allowed <br /> 4-5 parking spaces. He said they will take this layout plan to the Planning Board for approval; they do not have <br /> a grading plan. Right-hand and left-hand turns onto Joy Street will be allowed. Charlie Maintanis pointed out <br /> that wheel chairs have a lot of trouble with brick; Walter Yarosh suggested making the crosswalk asphalt like a <br /> normal street. Charles Talanian said that would be all right with him. Charlie Maintanis then reminded Mr. <br /> Eddy that one of the parking spaces had to be van accessible. <br /> In discussing the parking stalls, Tom Fudala voiced his concern at the 9' proposed; applicant agreed to increase <br /> size to 9-1/2'. Sheldon Hamblin stated that the Fire Department needs more than the 13 foot width shown. He <br /> said generally the Fire Department needs a 20 foot span so applicant needs to provide assurance from an <br /> engineer that the sidewalk would support the jacks. Sheldon mentioned that from a Fire Department <br /> perspective, having this roadway provides much better access to the buildings. The consensus of the Committee <br /> was that this is a good improvement and will help a lot of people in a lot of ways. <br /> Tom Fudala advised that the light poles cannot stay because of zoning requirement. There followed a <br /> discussion resulting in Matt Eddy going to check to see whether special permit was granted prior to this by-law <br /> being enacted. If zoning requirement to be addressed,then applicant may want to try to get a variance. <br /> Sheldon asked whether or not there is any potential for a loading zone area on the roadway? Matt Eddy said <br /> they have loading zone area in the back. Walter suggested that since the existing light pole spacing is 40 feet <br /> why not put a loading zone in the middle? Charles Talanian thought that was workable. <br />
