Mashpee Design Review Committee <br /> Minutes of Meeting Held Thursday, September 23, 2010 <br /> Mashpee Town Hall Meeting Room 3 <br /> Committee Members Present: Thomas O'Hara, Robert Nelson, Tom Jalowy, George Petersen, Jr. <br /> Also Present: Richard Stevens- Building Department, and Ben Perry- Police Department. <br /> Thomas O'Hara called the meeting to order at 8:40 a.m. <br /> Sions <br /> Walgreens <br /> (Lifestyle graphics) <br /> Don Megathlin <br /> Don Megathlin appeared_ Tom O'Hara opened the discussion saying he thinks this is more of a <br /> Planning Board issue, not Design Review. Mr. Megathlin responded that he thinks Design Review <br /> has responsibility and important role to submit a recommendation. Mr. Megathlin stated their <br /> interpretation is the lifestyle graphic is a graphic, not a sign. Mr. Megathlin commented that he went <br /> to a sign review meeting about a year ago and South Cape Village was applauded on their <br /> appearance. The discussion included the following: <br /> • Mr. Megathlin said they don't view Walgreen's windows as a sign; it is a graphic. He said in <br /> the permitting stage they were asked by this Committee to extend graphics around to 28 and it <br /> - - --was done-at the-Committee's request -He-said-it-was approved-and at-no-time-was-it <br /> mentioned that we were in violation of the By-Law. <br /> • Mr. Megathlin said they installed the graphics without coming to the Town and he thinks that <br /> was an oversight and he apologized for that. <br /> • Mr. Megathlin said...now they come to the enforcement. He said when they did the mortar and <br /> pestle it was a graphic. <br /> • Megathlin said there are solutions, if decision is that this is a sign. (1) Plain glass could be <br /> done—not a good solution. (2) Go to 25% coverage--graphic in center. (3) Walgreen's <br /> proposal. He said they could use other graphics like done by CVS in Cotuit. <br /> Tom O'Hara pointed out that Mr. Megathlin keeps referring to the word "graphics" but"graphics" <br /> under the By-Laws is considered signage. Tom said he spoke with Walter Yarosh and Walter said he <br /> never thought there would be lifestyle graphics on the windows. He said nothing was indicated about <br /> graphics. Tom stated that this Committee cannot approve this signage because the size is above our <br /> authority to approve. <br /> Tom O'Hara said he got some feedback from about 30 people on the lifestyle graphics and most of <br /> the people giving the feedback said they don't care ... so they had no problem with the display. <br /> Tom Jalowy pointed out that lifestyle graphic is noted on the site plan but not shown. Mr. Megathlin <br /> said Walgreen's installed without them showing to the Town and that was a mistake for which he has <br /> apologized. <br />
