The motion was unanimously approved. <br /> 10:00 AM Douglas Storrs—Conceptual Plans for Neighborhoods of North Market <br /> Street(Phase 2) and East Steeple Street <br /> Douglas Storrs introduced himself to the Committee. <br /> Douglas Storrs stated that the conceptual plans for development of North Market Street <br /> (Phase 2) and East Steeple Street are a part of a lengthy process that started 5 years <br /> ago with the master planning of a community development agreement between the <br /> -Town of-Mashpee-and Mashpee Commons-Limited Partnership.—Mr. Storrs stated-that <br /> he has spent the last 1 '/ years having informal hearings with the Planning Board <br /> regarding the development of Phase 2, in an effort to flesh out a lot of the plan issues <br /> that relate to these two new neighborhoods. Mr. Storrs is now moving into a formal <br /> process of meeting individually with the many town boards and committees before taking <br /> the formal step of submitting the plans to the Cape Cod Commission. Mr. Storrs stated <br /> that the goal of Mashpee Commons Ltd. Is to create guidelines in the development of <br /> Phase 2 and East Steeple Street to emulate a New England flavor. <br /> Points raised by the committee members included the following: <br /> • Walter Yarosh pointed out that the Design Review/Plan Review committees are <br /> concerned with the aesthetics of the buildings, not their interior design <br /> • Tom O'Hara would like to see the Town Planning Board have some control over <br /> what will be inside the buildings <br /> • What will happen to the development if, halfway through to completion of the <br /> buildings, the project dies. <br /> • Consideration must be made for availability of.town services, i.e., fire, police, <br /> schools to support the considerable increase in the size and population of the <br /> town <br /> • Traffic issues were discussed, i.e., fire truck/ambulance accessibility through the <br /> narrow streets, and traffic flow management at thq rotary <br /> 3 <br />
