Charlie Maintanis asked Applicant: Are you going to be able to control the dogs so they are not in <br /> violation of By-Law? Sandra Cobb responded if she's home, "yes". <br /> Ben Perry said if the Board approves this he would suggest certain conditions be attached. He asked <br /> Sandra whether she would be willing to work with the Board on certain conditions. She said <br /> i <br /> "absolutely'. <br /> A member of the audience asked if this goes through, is there an appeal process? <br /> Glen Harrington made a recommendation that this hearing be continued so the animal control officers <br /> j could go to the site and get a better idea of what needs to be done. Ben Perry said if after inspection <br /> it is recommended to approve he would recommend approval for 6 months with the following <br /> conditions: <br /> • Limit number of dogs to 6. <br /> • As number decreases, not to replace. <br /> • When no one is home, dogs are not to be left outside at all. <br /> • Recommends no breeding. <br /> • Dedicated room or ways to curb noise in house so noise not heard outside. <br /> Ben Perry addressed Sandra Cobb and said that the main issue of the neighbors is the noise. He <br /> said barking collars are too big for this type of dog but there are other solutions. There is a device <br /> you can put on a fenceltreelwall of the house that is battery operated. Problem is you have to keep <br /> batteries replaced when needed. <br /> Sandra Cobb agreed to continue this Hearing 2 weeks from today and signed an extension <br /> agreement—copy of which is attached to the printed set of these minutes. <br /> CONCLUSION: Motion: Ronnie Warden motioned to continue this Hearing 2 weeks from <br /> today pending inspection by animal control-inspectors; Sheldon.Hamblin-seconded-this — <br /> motion; and it was approved. <br /> Ronnie Warden, Sandra Cobb, and members of the Audience exited the meeting. <br /> Approval of Minutes... <br /> j The minutes of the combined meeting of Design Review and Plan Review held March 11, 2010 as <br /> amended were approved. <br /> Frank Franklin <br /> 5 Cambridge Drive <br /> Request for addition with accessory apartment <br /> Ben Perry requested he be allowed to recuse himself and leave the meeting due to the fact that he <br /> has a personal knowledge of the individual, Che Franklin. Charlie Maintanis stated that under the <br /> rules of necessity, this Board will continue the meeting with less than a quorum. <br /> Che Franklin appeared. Site Plan was reviewed and discussed. Glen Harrington said the bedrooms <br /> are Board of Health concern. Che Franklin explained the master bedroom will be the master <br /> 3 <br />
