Minutes of Combined Meeting of <br /> Mashpee Design Review Committee and <br /> Mashpee Plan Review Committee <br /> Held Thursday, April 8, 2010 <br /> Mashpee Town Hall Meeting Room 3 <br /> Design Review Members Present: Robert Nelson and Tom O'Hara. <br /> Plan Review Members Present: <br /> Charlie Maintanis, Local Inspector <br /> George Baker, Fire Chief <br /> Glen Harrington, Health Agent <br /> Tom Fudala, Town Planner <br /> Ben Perry, Animal.Control Officer <br /> Drew McManus, Conservation Agent <br /> Charlie Maintanis called the meeting to order at 9:14 a.m. <br /> Willowbend Circle Subdivision <br /> Five lot subdivision with a proposed 342 foot cul-de-sac <br /> Required reiew of the Planning Board and modification to the SP <br /> Assessors' Map 69, Parcels 23, 24, 25 and 26 <br /> Representative - Matthew Eddy <br /> Matt Eddy addressed the Committee and introduced David Wood and Jack McElhinney who were <br /> also appearing. Matt stated they are applying for a modification to the Willowbend Special Permit so <br /> the subdivision will also be a part of Willowbend. The proposal review discussion included the <br /> -following: <br /> • 300 foot long road with cul-de sac. <br /> - -. -• 5-lots—each-lot roughly-in the neighborhood of 2p,000 square feet. <br /> • Went through Natural Heritage process and had to address Natural Heritage requirements. <br /> • Attended a preliminary Planning Board meeting in February and as a result of that had a <br /> meeting with 2 abutters. Matt said they're meeting with the abutters after this meeting also. <br /> Willowbend agreed to pull the stockade fence back 10 feet onto Willowbend property and will <br /> do landscaping.along-abutter side of the fence. <br /> • New fence location in the center of the setback area to help facilitate views, privacy issues, <br /> etc. <br /> • 8 structures are on the site now; currently vacant; will be demolished as a result of this project. <br /> • Current houses on existing septic system. Septic systems will be removed and abandoned <br /> and these new homes will be connected to Willowbend's waste water treatment facilities. <br /> Glen Harrington asked has the schedule been set for when the buildings are to be razed. Jack <br /> McElhinney said it will be after project approved and they're hoping to do it this Spring. Charlie <br /> Maintanis reminded them that they'll need a Building Permit for the demolition and the removal of the <br /> Septic Systems. <br /> • All wires will go underground. <br /> • Minimum lot size is 20,000 square feet; Setbacks: 30' front; 15' side; 20' rear. <br /> Chief Baker questioned the distance between lot setbacks and structures. Matt Eddy responded that <br /> the minimum will be 30' setback. <br /> Tom Fudala asked whether the building on lots 1 and 2 could be moved to increase the 20' rear <br /> setback to 30'. Matt said they will look into this, Charlie Maintanis commented that if they do th s <br /> somebody wants to put in a pool later then increasi.ri9 the setback could be a problem. <br /> i <br />
