Rich Stevens said day care is allowed in any area in town provided they go through the process. <br /> Rich Stevens said that the Town by-laws require a fence or some type of secure perimeter protection <br /> around an exterior play area at child care facilities. Ms. Almeida said Department of Education & <br /> Care does not require fencing if you do not live in a busy area. She said they do have plans to <br /> eventually put a fence in but they have a huge yard; they have plantings in the back; and children are <br /> not out without supervision. Two employees take care of the children; they've had the day care there <br /> since June of last year; and have been with Department of Education for more than 10 years. Ms. <br /> Almeida said they also work with Carriage House. The Committee explained that she wouldn't have <br /> to fence in the whole yard; just fence in the play area so the children cannot wander off_ Ms. Almeida <br /> said that would be acceptable. Sheldon Hamblin suggested that at a minimum he and Rich Stevens <br /> need to do an inspection. Ms. Almeida said she will wait for the inspection and then maybe they can <br /> give her specifics. Sheldon pointed out they would need a Plot Plan. Rich Stevens said he believes <br /> a Plot Plan would be in the file since the house was only built about 3 years ago. <br /> Ms. Almeida said they have to have insurance of$1-Million for each child. <br /> Rich Stevens said she may be required to have a business certificate issued by the town, Ms. <br /> Almeida said she will check with the Town Clerk on this. Ms. Almeida said they get almost half of <br /> what day care normally gets paid because they are considered "home care", not "day care". She said <br /> they do not get paid as a business; they cannot advertise as a business. <br /> Public comment portion ended. <br /> Some concerns raised by the-Committee- <br /> 1. No permits were obtained for the conversion renovations of the garage to a day care room, <br /> including the garage door renovations. <br /> 2. Permit needed for electric heat in garage. <br /> 3. Outside play area has to be enclosed so children cannot wander from the area. <br /> 4. Applicant to check with Town Clerk to determine whether_or_not-a business certificate is- - <br /> - required. — <br /> 5. Rich Stevens and Sheldon Hamblin to do site inspection with Plot Plan so they can then <br /> determine specific requirements. <br /> 6. Something to be placed in front of garage doors to prevent vehicle from inadvertently <br /> smashing into the garage door...this is a major safety issue. <br /> CONCLUSION: Charlie Maintanis motioned the Committee accept the day care under the <br /> conditions as presented; Tom O'Hara seconded the motion; and the motion was unanimously <br /> approved. <br /> Approval of Minutes... <br /> Charlie Maintanis motioned the minutes of the Plan Review Committee held May 13, 2010 as <br /> presented be approved; Richard Stevens seconded this motion; and the motion was passed. <br /> Adiournment...This joint meeting of Design Review and Plan Review adjourned at 9:50 a.m. <br /> PF <br /> Respectfully submitted, <br /> J n Giliberti, Recording Secretary <br /> 3 <br />
