Minutes of Combined Meeting of
Mashpee Design Review Committee and
Mashpee Plan Review Committee
Held Thursday, August 12, 2010
Mashpee Town Hail Meeting Room 3
Design Review Members Present: Tom O'Hara, Bob Nelson, and George Petersen, Jr.
Plan Review Members Present: "
Richard Stevens, Building Inspector
Charlie Maintanis, Local Inspector
Joel Clifford, Fire Inspector
Glen Harrington, Health Agent
Drew McManus, Conservation Agent
Scott Halligan, Police Department
Richard Stevens called the meeting to order at 9:32 a.m.
First Citizens' Credit Union
631 Falmouth Road
Representative — Kevin Kirrane
Building and Site Plan Review
Attorney Kevin Kirrane appeared and introduced Peter Muise (President/CEO, First Citizens'), Frank
Almeida (Vice President, First Citizens'), Bob Morris (contractor), Mike Borselli (engineer), and
Christopher Snell (New England Design). Kevin Kirrane provided a Site Plan that he said has been
stamped and submitted for the official record.—He-said-they were just-able-to get Landscape-Plan-last—
evening so he submitted small size landscape plan being proposed and will deliver large-size set
when available. Proposal presented by Mr. Kirrane:
• Bank structure at corner of Job's Fishing Road.
• First Citizens' building, parking and drive-through window on site. Access off of Job's Fishing
Road_
• Private septic system; public water.
• At present time they will be proceeding for a Special Permit to ZBA.
• Also looking for variance relief from ZBA.
• Kevin Kirrane stated that Charlie Maintanis said some question was raised whether it would be
subject of Cape Cod Commission review. Kevin advised that Doug Storrs said it would not be
subject to Cape Cod Commission; this parcel is not part of their review. Kevin Kirrane stated
that Mr. Storrs is to get something in writing from Cape Cod Commission that it isn't within their
jurisdiction.
• With this bank building they've moved closer to Job's Fishing Road, which is consistent with
plans with both Town and Cape Cod Commission. Kevin Kirrane said they do have certain site
conditions that could qualify for the variance relief to locate the building.
• Rich Stevens noted that it is a nice looking building; the site looks fairly level but significant
elevation at the rear.
0 Sidewalk should be part of the construction according to Mr. Kirrane.
