TOWN OF MASHPEE
PERSONNEL BOARD
Minutes of Meeting, Wednesday; 2/18/76, 7:30 p.m.
PRESENT: W.S. Clendenin, R.A. Graham, C.A. Brown, R.A. Mach, K. Parolski,
The meeting was held at Mr. Graham's office at Sequoia•l nsurance Co. , Mashpee.
The Personnel Board's annual report was reviewed, as prepared by Mr. Clen-
denin.
r
There was a discussion of the°Police Chiefs salary. On November 15, 1971
the Town approved the ratio of 1.8% above highest patrolman in determining the
Chief's salary. In Mr. Clendenin's discussions with Selectmen recently, the
Selectmen had indicated that the Town was no longer obligated under the recently
changed law to use the set ratio of 1.8% for this determination. A letter will
be sent to Selectmen, stating that in the Personnel Board's opinion, continuation
of a 1.8% increase would be unwarranted, 'based on the Board's review of comparable
salaries for Chie$of Police. It will be noted that if an article is necessary
for Town Meeting action, the Personnel Board would unanimously recommend this
course of action and that such article would also encompass the ratio now set for
a Fire Chief under the law (1.5%).
Mrs. Marjorie Romaine stopped in to discuss her salary as secretary to several
committees. A letter will be sent to Mrs. Romaine stating that secretaries' rate
• of pay is $2.90 per hour, Grade 6, Step 1, and that the chairman of each committee
should inform the Personnel Board of her starting date with that committee.
Mr. Clendonin againtstieesed,,the ixportance'oftindividuals, committees, or
boards making appointments,.rather than'drbpping-,fin.
Advertisement in the Falmouth Enterprise and Cape Cod Times will be placed
during the week of 2/23/76 - 2/27/76 for-part-time secretaries needed for various
committees, usually during evening hours:'1 Applications and resumes will be screened
by the Personnel Board, and thosegqualified will be recommended to committees seeking
aeoretarial help.. ,, ` " + f t t.•"tt
There was discussion of the salary figures for the Highway Department for the
fiscal year 1976/77• It was agreed to re-classify the position of Superintendent
of Streets to Grade 18, Step 2. An appointment will be made with Mr. Green-for
9 p.m. on February 23, 1976 to discuss these figures.
It was noted that the Personnel Board has -not yet received the complete proposed
contract from the Police Association. The next tentative meeting is for March 1, 1976.
Concerning Oliver Pooknett's anniversary date with the Town, Mr. Brew'n will
look into the situation further.
The proper Salary Administration Plan will be issued to all departments with
notation as to who has received such, and the pamphlet form which had been inadvertantly
distributed will be destroyed.
• In response to the Selectmen's letter of February 9, 1976 concerning salaries for
Marie Fitzgerald, B. Jean Thomas, and Lansing Pocknett, the Board will send a letter
to the Selectmen stating itk4recommendations for these e:mployeeso Mrs. Fitzgerald
will be re-classified from clerk/typist to secretary at Grad-e 6, Step 1, with
. . . . . : .contimed
