MINUTES OF PERSONNEL BOARD <br /> FRIDAY, APRIL 30, 1982 <br /> . The following members of the Personnel Board were present for this special <br /> meeting: Robert Sullivan, Chairman, Caroline M. Gilligan, Curtis Woodbury <br /> and John Peters. Selectwoman Thomas also attended the meeting. <br /> The meeting was called to order at 3:30 p.m. <br /> This meeting was held in order to discuss the article in which the Personnel <br /> Board has submitted for town meeting on job descriptions falling under the <br /> Personnel Administration Plan as well as the rates of pay. <br /> At this point, the Board reviewed an example of salary ranges showing a low, <br /> medium and maximum range for the different positions under the Personnel Ad- <br /> ministration Plan which was prepared by Selectwoman Thomas. <br /> Selectwoman Thomas explained that once the article is adopted the town would <br /> be locked into salaries and job descriptions. 'There is no low, medium or maxi- <br /> mum salary range and it could be costly. She suggested that in order to give <br /> flexibility there should be some provision to bring people in at different <br /> levels. She further explained that the job descriptions become a legal package <br /> once accepted. <br /> Bob asked if the job descriptions could be updated after being accepted. <br /> Selectwoman Thomas replied that the job descriptions would be legal documents <br /> and that the duty factors would not be able to be changed. She explained that <br /> • when a vacancy occurred, then you could update the job descriptions or change <br /> them accordingly. Otherwise, an article would have to go before town meeting to <br /> have them amended. <br /> Bob commented that you might be locked in if you put steps in. <br /> Caroline referred to the 6% increase in the budget. She said if we postponed <br /> the article, it would give the Board more time for study. <br /> Curtis asked if the 6% went through and they went to special town meeting in the <br /> fall and came up with something similar, .(referring to the example on salary <br /> ranges) could the positions go into steps? <br /> And Caroline asked who would make the decision on the steps: <br /> Selectwoman Thomas commented that by having steps, individuals could be placed <br /> into a starting point by the Board. <br /> Caroline made reference to her past work experience as always having a starting <br /> salary. She said that it deserves more study. <br /> Bob stated that the study would take a long time. <br /> Selectwoman Thomas suggested that the article placed in the warrant by the Personnel <br /> Board be indefinitely postponed as some of the salaries are not in line as some ex- <br /> ceed and some are low. <br />
