Personnel Board's <br /> Minutes of April 26, 1982 Page 3 <br /> Selectwoman Thomas referred to when the Personnel Board voted a 6% increase for employees <br /> under the P.A.P. and that she felt it was a closed case as the Selectmen did not know that <br /> .had been adopted. She stated that they should have gotten together on that too. <br /> Caroline stated that people volunteer. their time and that the Selectmen should be cognizant <br /> of their services. The Personnel Board is open to discussion and when the Selectmen have <br /> come in before, we have listened. She stated that there is no rapport in the town and that <br /> issues should not be one-sided. <br /> Selectman Garland stated that he felt there was much to be said on both sides, but told <br /> Mrs. Gilligan what she said was true. Sel. Garland mentioned that for them to meet on Mon- <br /> day may become difficult at times, but that he was willing to do it. He also pointed out <br /> that it is the Selectmen's job to make the final appointment as state law decrees it. <br /> Caroline replied that she never questioned that. <br /> Chet stated that in the case of the town accountant, it would have been prudent for the <br /> Selectmen to call on the Personnel Board. <br /> Caroline stated that she felt it was "in the bag". <br /> Selectwoman Thomas replied that Mrs. Polka was not her choice. <br /> Caroline replied that she had a copy of the minutes of that meeting and that she thought <br /> that they were very incriminating. <br /> Curtis asked if the Executive Secretary could make improvements in the system. <br /> Woe replied that he could not make a comment on that. <br /> Chet said that he felt Joe finds himself with tight shoes. <br /> Curtis referred to tightening up and asked how the Personnel Board could make intelligent. <br /> decisions. He made reference to a time clock being installed. <br /> Joe replied that a time clock would have to be negotiated for. <br /> Curtis stated that he felt the system was lax. <br /> Selectwoman Thomas replied that the word "documented" would be a better word than lax. <br /> Bob said that he felt that is no way to run a business. <br /> Curtis stated that the Personnel Board does not know what they can do in certain situations <br /> requesting time off and that they need a guiding light. <br /> Selectwoman Thomas said that they do not know all the answers either. <br /> Joe mentioned that the Board of Selectmen are trying to develop a system where there would <br /> not be comp time. <br /> Bob asked how Selectman O'Connell stood on getting together for future conferences. <br /> Kelectwoman Thomas replied that she did not have any idea. She mentioned that turf should <br /> f be a problem. <br /> Bob suggested holding a joint meeting once a month. <br />
