Personnel Board's <br /> Minutes of April 26, 1982 Page 2 <br /> Bob Sullivan stated that he would go along with the fact that lack of communication is a <br /> problem, however, another problem is that nobody trusts anyone else. He mentioned that you <br /> get different answers from people because nobody is communicating. He felt that the Person- <br /> nel Board is doing a good job and he realized that they are volunteers and have no authority <br /> to appoint people. <br /> Selectwoman Thomas mentioned that somebody from the Personnel Board as well as somebody from <br /> the Finance Committee should be sitting in on negotiations in order to know what is actually <br /> going on in the contracts. <br /> Caroline Gilligan replied that she did not think the Finance Committee should have anything <br /> to do with the Personnel Board. She asked why the Personnel Board should spend their time <br /> over in the Selectmen's office. <br /> Selectwoman Thomas referred to a recent memo where-, the Personnel Board made the Selectmen <br /> aware of a request for back--to--back personal days -- stating that this type of communication <br /> is needed. <br /> Bob asked if someone from the Selectmen's office would be willing to spend a Monday evening <br /> sitting in with the Personnel Board? <br /> Selectman Garland told the Board that the idea sounded good at first, but now he is not so <br /> sure it is a good idea. He stated that he is opposed to a member of the Finance Committee <br /> being on the Personnel Board and that he also felt hesitant about a member of the Board of <br /> Selectmen sitting in on the Personnel Board. As there are a number of issues which should <br /> be addressed, Sel. Garland stated that he would rather see the Board of Selectmen or a <br /> Selectman sit down with the Personnel Board to offer advise. He also mentioned that if a <br /> •member of the Board of Selectmen started sitting in on Boards, it would not enhance their <br /> position as Selectmen. <br /> Caroline asked what type of topics they would sit in on? <br /> Selectman Garland replied on any topic. <br /> Caroline stated that she could not see a Finance Committee member on the Personnel Board. <br /> She made reference to a rumor that a Finance Committee member and Selectman were already on <br /> call to be on the Personnel Board. <br /> Selectwoman Thomas replied that to her knowledge no one has been designated. <br /> Caroline told the Selectmen that they protest too much and that they could have made a simple <br /> statement that they are the sole arbitrators. <br /> Selectwoman Thomas replied that no one is satisfied with any answer that they could give you. <br /> Caroline replied that they would not do their image any good and that the Personnel Board <br /> does not need that kind of supervision. She made reference to when George Benway and Chet <br /> Garland were on the Personnel Board. <br /> Selectman Garland replied that they got off as soon as they found someone to fall the vacan- <br /> cies. <br /> Caroline stated that Selectwoman Thomas makes statements that people are needed on Boards in <br /> �he town. She said that if you treat people like kids, they will not get anybody. She men- <br /> tzoned that a conference would have come in handy prior to the appointment of the town •ac-- <br /> countant. <br />
