Personnel Board's
Minutes of April 26, 1982 Page 5
At this point, Selectwoman Thomas showed the Board what she was referring to regarding
the pay scale in order to give them a general idea which could give the town an option
when hiring people.
Bob stated that he believes in steps.
Selectwoman Thomas mentioned that a lot of dollars are being spent on salaries.
Bob stated again that Cape Cod Community College would like to get involved with regard
to steps and job titles.
Selectman Garland replied that it would be within the Personnel Board's right to advance
the project. He asked if it was going to cost money?
Bob replied that it would be a project which he would not Cape Cod Community College to do
if it were going to cost money.
Selectman Garland stated that this was the type of project that the Board of Selectmen
were trying to resolve. He suggested going to the Finance Committee for a transfer of funds
if it were going to cost money.
Bob replied that there was a lot of work involved and that the Board would toss it around.
Selectman Garland suggested setting a perimeter of what they were trying to do and the next
thing could be to talk to the people at Cape Cod Community College to have them send indi-
viduals in here to talk to the Executive Secretary, Department Heads, Board of Selectmen,
Personnel Board, etc.
Joe felt that the town should get somebody who knows what they are doing.
Bob stated that the professors at the College oversee what the students are doing.
Joe then asked how the students would get the data?
Bob replied that we would give them the data.
Joe maintained that we should get a firm who does this type of work instead of mickey mousing
this thing.
Bob then replied that he was looking for the best way out if the town did not want to spend
the money. He then mentioned the book which he had suggested the town purchasing.
Selectwoman Thomas replied that Mashpee was famous for being penny wise and pound foolish
in hiring people with no equipment for them to perform their duties.
Caroline asked what other towns on the Cape Mashpee was comparable to?
Joe felt that Mashpee would be comparable to Brewster and possibly Harwich.
Curtis commented that the Selectmen might know that there is a need and that maybe: the
Personnel Board doesn't.
Selectwoman Thomas replied that they have to know. There is definitely a need. We have to
ut something in place which is beneficial to the town.
Joe commented that many times the Union fills a void.
