Personnel Board's <br /> Minutes of April 26, 1982 Page 6 <br /> Selectman Garland referred to the promotional steps which were previously used. He <br /> stated that there was nothing wrong with it except the application as there was no <br /> 0 control over the steps in pay and that was why it was disbanded. He continued to say <br /> that if an employee has not performed satisfactorily, then they should not get the in- <br /> crease. There should be a short essay thing in which you check off whether a person <br /> falls on the Fight side or the wrong side of the line. <br /> Caroline asked who controlled the time (,referring to a recent case of Grace Maddox). <br /> Selectwoman Thomas replied that the Executive Secretary should control the time. <br /> Selectman Garland stated that he had been up tight as he knew that Grace's name had not <br /> been drawn and then she went home. She kept the money from the jury duty plus the town <br /> was paying her while she was at home. <br /> Caroline asked about the mileage. <br /> Selectman Garland replied that you couldn't take that away from her. <br /> Joe replied that Grace was told not to come to work by the Board of Assessors. <br /> Caroline commented that she felt Grace should have gone home and not become visable. <br /> Selectman Garland replied that the point is that it is happening. She was told not to <br /> come to work while on jury duty. She is getting paid and the town is getting ripped off. <br /> If her job were critical, it would mean hiring somebody to fill the vacancy. <br /> ,Joe replied that they had hired somebody already while another person from that office was <br /> on vacation. <br /> Caroline said she thought the incentive is not there. <br /> Selectman Garland replied that it is incentive but also policy. <br /> Caroline commented that the Personnel Board was told b Grace that her department 's o� y �. not <br /> the only department which is doing that. <br /> Selectman Garland stated that he understood that and problems needed to be addressed. <br /> Selectwoman 'Thomas replied that everybody could help. <br /> Bob agreed that they should work closer together. <br /> Caroline asked Selectwoman Thomas if she invaded other Boards? <br /> Selectwoman Thomas replied that she does sit in on Finance Committee meetings when budgets <br /> are being presented as you learn a lot about the town. <br /> Caroline referred to when George Benway and Sel. Garland sat in on the Personnel Board and <br /> made decisions on matters and then went across the hall and had another vote. She stated <br /> that the Selectmen should not have two votes. <br /> Selectman Garland replied that he was not thinking of votes so much as communication. <br /> 46ob replied that we should have more communication -- once a month or every two weeks. <br /> Selectman Garland asked that a little notice be given. <br /> Bob suggested leaving a date open such as the second Monday of every month. <br />
