Personnel Board's <br /> Minutes of April 26, 1982 Page 7 <br /> Joe commented that when members disagree with a position, they can't fault communication. <br /> The Board, in the past, has disagreed on issues. It was a personality thing and what has <br /> happened is there there is not so much a problem of communication rather that they do not <br /> like the message that is being communicated. <br /> g g <br /> Bob stated that the Personnel Board realized that the Selectmen are not going to buy every <br /> suggestion which they make and that the Selectmen have the final authority, but he felt <br /> that it should be discussed first. <br /> Selectman Garland agreed that where the fell down was b not going back to the Personnel <br /> g x x g g <br /> Board and conveying their feelings. <br /> Joe stated that they acted contrary to their wishes. <br /> Selectman Garland suggested that the Selectmen be asked to meet with the Personnel Board <br /> as the need arises. <br /> Bob said that he felt the presence of the three Selectmen was not necessary if it were <br /> just a discussion. <br /> Selectman Garland pointed out that they were a three-man board which do not always agree <br /> and he thought the situation was being placed back in the same form. <br /> Bob stated that there would at least be communication which would be direct. <br /> Selectwoman Thomas replied that if they could not report objectively then there would be <br /> something wrong. <br /> Bob asked to be brought up to date on the article and if there was an article to eliminate <br /> the Personnel Board? <br /> Selectman Garland replied that it could be. <br /> Selectwoman Thomas mentioned that it does not mean to say that it is the right way for the <br /> town to go. <br /> Bob thought if it were passed it would give the Selectmen a lot of power to control and <br /> he felt something like this should be thrown out. <br /> At this point, Joe read Article 19. <br /> Caroline made reference to something she saw in writing that the Board of Selectmen shall <br /> appoint and that it was going to be changed to may appoint. <br /> Joe mentioned that she was referring to another article (Article 17). He read the article. <br /> Reference was made to the Museum Director and Cemetery Commission. <br /> I <br /> Selectwoman Thomas stated by not having these positions, it was actually illegal. <br /> Joe mentioned about the money not having been appropriated. <br /> Bob stated that people do not look at the money end of it. It is the fact of elimination. <br /> Selectman Garland referred to the question which was raised if a member of the Board of <br /> Selectmen could serve on the Personnel Board. He suggested that when he and George Benway <br /> served on the Personnel Board, it was possible that it was illegal, however, a by-law could <br /> make it legal. He mentioned that it was at a time when the Personnel Board had a problem <br /> in getting a quorum when they served. <br />
