M NUTES OF PERSONNEL BOARD
MASHPEE.TOWN HALL " k
k r ,February 8;, 1982' .
The Personnel Board Meeting was called to order at 7:15 P.M. The following
members of the Board were present: James F. Rich, Chairman, Caroline Gilligan,
John Peters and Curtis Woodbury. Karen Hale was also present at this meeting
at the request of Chairman Rich,
Selectwoman B. Jean Thomas, Selectman Chester A. Garland, Executive Secretary,
Joseph F. Murphy, Jr., Fire Chief Duncan Gould and Lucinda Erdman were also
present.
Chairman Rich asked Chief Gould if he understood the situation as being that
Chief Gould is recommending Lucy Erdman for the position of Administrative Secre-
tary.
Chief Gould replied: "Yes, after her probationary period is over."
Jim Rich explained that all Administrative Secretaries who hold positions in the
town hold the shorthand skills. They are Union jobs and people should be hired
with the same qualifications.
Chief Gould explained that he added the words "shorthand skills, desirable but
not mandatory". He further explained that' nothing warrants shorthand in the Fire ,
. Department.
i
Jim Rich replied that the girl in the Police and Highway Department have shorthand
or speed writing skills. It is what goes with the position of Administrative
Secretary.
Chief Gould commented that there was an Adinistrative Secretary working in the
Fire Department -- referring to the Deputy Chief who was being paid $18,000 a year.
Jim Rich replied that he did not feel that was a good comparison. It was a different
title.
Chief Gould replied that there is a lot of work involved up there.
Jim Rich stated that the Board does not question that. We think that Lucy is doing
an excellent job.
Chief Gould asked the Board if he understood what they were saying as being: If he
wanted an Administrative Secretary, then he would have to get somebody with shorthand
experience or speedwriting?
Curtis Woodbury asked how long it would take a person to go to secretarial school to
become qualified.
Karen Hale replied that it would take approximately one to two semesters depending
• on where the course was taken. She further commented that all administrative secre-
taries in this town under contract can take shorthand. It is not the Personnel Board
who is saying she should have shorthand. This is the way we have-interpreted the
contract.
€4 's Woodbury explained that this was his second night on the Personnel Board and
}t.rti y p
that. he Y g
was tr in to gain information.
