d ! r PERSONNEL BOARD MEETING OF OCTOBER 31 , 1988 MASHPEE TOWN HALL The following members of the Personnel Board were present : Acting Chairman C . Ben Lofchie , Manuel Glickman , Leo Turo and Edward Baker . Acting Chairman Lofchie convened the meeting at 7 :15 p .m . Resignation of Wendy Rubin The Board reviewed a letter of resignation dated Oct . 31 from Wendy Rubin , Recreation Director , to be effective January 6 . Several reasons were cited by Wendy as to why she is resigning : repeated failure of the Board of Selectmen to stand behind her as . a professional ; placing themselves in a position as her immediate supervisor in violation of all personnel policies ; assigning people to evaluate her performance who did not have the day to day contact necessary to evaluate her job performance and based on said evaluation refusing to grant a step increase ; failure of Selectmen to respond to recommendations either written or oral on the part of the Director ; failure of the Selectmen to observe both the open meeting law and the grievance procedure regarding her employment . Manny Glickman -accepted the resignation as read . Leo Turo seconded the motion . All were in agreement . Manny Glickman expressed concerns over addressing issues relating to the Parks and Recreation Department Prior to interviewing candidates for the Parks and Recreation Director position . He asked that the job description be sent to the Selectmen for their review and recommendations . Closing Date - Town Engineer The Personnel Assistant advised Board members that the closing date for the Town Engineer position was today and that applications needed to be reviewed . Ben Lofchie said that he would review the applications during the week . Police Department Recruitment Policy The Board spent the rest of the evening working on recommendations for a Police Department Recruitment Policy (as attached ) . The Personnel Assis- tant was asked to research what . the testing company would recommend for a passing score and upper age limitation for entry-level recruits . Developing Questions for Liaisons Manny Glickman suggested that questions be developed for the liaisons to ask Department Heads .when they meet with them . Manny agreed to set up some questions for the Board members to review at their next meeting . He also suggested reducing the visits from once a month to six times a year ..
