PERSONNEL BOARD MEETING OF OCTOBER 24 , 1988 MASHPEE TOWN HALL The following members of the Personnel Board were present : Chairman Robert Sullivan , C . Ben Lofchie , Manuel Glickman and Edward Baker . Chairman Sullivan ,convened the meeting promptly at 6 :00 p .m . Request for Personnel Records The Board reviewed a letter from the Supervisor of Public Records office dated October 14 notifying them that they will be investigated the failure of the Personnel Board to provide Ann Henderson with access to certain personnel records _ The Personnel Assistant advised the board that she received a telephone call from Laura Krauss of the Secretary of State ' s Office of Public Records with regard to the request of Ms . Henderson . Ms . Krauss stated that if the in- formation being requested ia., in the personnel file, it does not mean it is_� private or exempt ; such as , names and salaries , information regarding educa- tion , former employment , academic achievement of public employees , etc . She commented that these qualifications are not so personal in nature that , would unwarrant an invasion of privacy . The Personnel Board requested that the matter be turned over to Town Counsel for further ruling . Letter of Withdrawal As Applicant The Board reviewed a letter from Wendy Cubberly, a candidate for the Public Safety Dispatcher ' s position . Ms . Cubberly requests that her application be withdrawn from consideration of the Public Safety Dispatcher position . Probationary Employee Report The Board reviewed a six-month probationary employee report . for Paul Somerville the Shellfish Constable . The Board noted that the name on the form was incor- rect and asked that it be returned to the Shellfish Commission to be corrected . Ernie Virgilio - D .P .W. Director Ernie Virgilio met with the Personnel Board to give them an idea of what his needs will be for help in the D .P .W . ffor' next fiscal year . Ernie advised the Board that he has a person working in his department on a part-time basis , who is an excellent worker . He has worked during the summer months on a full-time basis . Ernie told the Board that he has encouraged this employee to go for his licenses to .-become qualified for the Skilled Laborer position . { He advised the Board that he has his Heavy Equipment Certi- fication to complete , but that would not be a problem in training him . The Personnel Assistant pointed out that a Heavy Equipment License was not part of the job description for Skilled Laborer . Ernie explained to the Board that money in his wages account is running low , and that he would .like to hire this indivudal as a permanent employee on a six-month basis . He mentioned that he has asked for a transfer of funds as well . Ben asked what would happen if the man got the job and did not pass the test for his license . Ernie said that he realizes that he can ' t have the job with- out the licensing .
