Personnel Board
Meeting of Sept . 11 , 1989 Page 2
Memo from Mashpee Conservation Commission_
The Board reviewed-.a memo dated September 5 from the Conservation Agent ,
Bob Sherman , requesting benefits for his part-time personnel Diana Lund .
He states that Mrs . Lund has averaged nearly 23 hours a week over the
past 20 weeks .
Manny Glickman expressed concern over the fact that :anemployeej classified
to work less than 20 hours weekly was working additional hours . Jane
Stockbridge pointed out to the Board that they were researching the matter .
Leo Turo suggested taking the request into consideration . Ben Lofchie felt
that departments should not allow their staff to work additional hours as
they were defeating their own purpose in getting extra help .
After additional discussion , Chairman Sullivan suggested that we send a
memo stating that two'-,board members were looking at benefits for part-time
personnel and to remind them that the position is classified for less than
20 hours .
Manuel Glickman moved to advise the Conservation Commission of the above
recommendation by Chairman Sullivan . Ben Lofchie seconded . All in favor .
Draft of Jane Stockbridge re : Regular & Temporary Help
A copy of a draft of two basic categories of employees --. regular and
temporary was submitted for review by Jane Stockbridge . After reading the
draft into the record , the Board members requested acopy for further re-
view . Manuel Glickman suggested setting a six-month time frame that tem-
pories are allowed to work . Chairman Sullivan asked Manuel Glickman and
Jane Stockbridge to come up with something concrete giving titles and what
they think along the line of benefits .
Meeting With Selectman Carter
The Personnel Board requested a meeting with their liaison , Selectman Carter ,
to discuss Special ,Contracts , Increase of ,Hours for, the Floating Clerk ,
Vacation Time. for an 18 Hour.= Employee , Role +of Personnel Board , Police
Recruitment Policy and -Personnel Board Articles , •
Chairman Sullivan told Selectman Carter that the Board. met with the Finance
Committee . A joint letter was, sent requesting that both Boards be notified
of dates for the interviews of the Executive Secretary ; however , the Board
never heard anything back .' He asked how things like this happen?
Selectman Carter said -that it was never brought, ,up -in a Selectman ' s meeting
and that the meetings for interviewing candidates for the Executive Secre-
tary were all public . If it was a formal invitation that the Board was
looking for , then they were negligent . He said that the Board of Selectmen
wanted to conduct the actual questionning , but it would have been helpful
for the Board for personnel member ' s comments _ Selectman Carter said one
of the problems is that they do not have a full-time Executive Secretary .
Selectman Carter updated the Board of the process to date saying that they
had three finalists -- two of which may accept other positions elsewhere _
He told the Board that there may be more interviews and the Board may have
an opportunity to come . in and help them . Selectman Carter suggested send-
ing all future correspondence to him and he will see that it is put on the
Selectmen ' s agenda .
