PERSONNEL BOARD <br /> MEETING OF SEPTEMBER 11 , 1989 <br /> MASHPEE TOWN HALL <br /> The following members of the Personnel Board were present : Robert W. <br /> Sullivan , C . Ben Lofchie , Manuel Glickman , Leo Turo and Jane -Stockbridge . <br /> Chairman Sullivan convened the meeting at 6 :00 p .m . <br /> Personnel Bo_ar.d Minutes <br /> C . Ben Lofchie moved to accept the .Personnel Board minutes of August 28 . <br /> Leo Turo seconded the motion . All in favor . <br /> Policy of New Personnel Board Members <br /> .The Board reviewed a memo dated August 29 from the Board of Selectmen stat- <br /> ing that they adopted the policy of new Personnel Board members as presented <br /> by the Personnel Board . <br /> With regard to the term of office of each Board member , Leo Turo commented <br /> that there is a policy in the Personnel Administration Plan . Jane Stock- <br /> bridge said that it is one for one year ; two for two years ; and three for <br /> three years . Manuel Glickman said that it was not clear . <br /> Police Department Recruitment Policy <br /> The Board reviewed a letter dated September 1 from Jeremy Carter to Chief <br /> Frye regarding the Police Department Recruitment Policy . Selectman Carter <br /> asked if he would review the revised changes done by the ' Personnel Board <br /> and if they are acceptable to his department , contact him in order that <br /> they may finalize this during an upcoming Board of Selectmen ' s meeting . <br /> Chief Frye had called the Personnel Assistant and advised that they would <br /> like to see wording in the policy for a hearing officer . Chairman Sullivan <br /> said that he had no problem with language for a hearing officer and recom- <br /> mended that Town Counsel be designated . Manuel Glickman expressed concern <br /> about the expense of Town Counsel . Jane Stockbridge asked how many times <br /> an instance may occur? The Personnel Assistant said that this has only <br /> happened once in the eight years she had been with the Personnel Office . <br /> Manuel Glickman said that his only negative is that it would be a legal <br /> decision rather than a discussion . Chairman Sullivan said that Town <br /> Counsel is consulted by the Police Department to hear grievances . <br /> C . Ben Lofchie moved to have Town Counsel ;act as Hearing Officer . Chairman <br /> Sullivan asked that it be stated that the Board believes there should be a <br /> hearing officer . Leo Turo seconded the motion . All in favor . <br /> After the Board ' s vote , Chief Frye came into the Board meeting and advised <br /> the Board that they talked it over with Attorney Reardon and he thought <br /> it was a good idea to appoint a hearing officer annually . Chairman <br /> Sullivan advised Chief Frye that the Board had discussed it and that they <br /> agree with him and that they would like to have Town Counsel as the hear- <br /> ing person . .. Chief Frye was in agreement with that and suggested that it <br /> be worded that Town Counsel or a designee of the Board of Selectmen be ap- <br /> pointed annually . All were in agreement . Selectman Carter came into the <br /> meeting at this point and was updated on the discussion . Selectman Carter <br /> asked that the Board send him a final copy to take before the Board of <br /> Selectmen . <br />
