PERSONNEL BOARD ` <br /> r <br /> MEETING OF MAY 21 , 1990 <br /> MASHPEE TOWS,` HALL <br /> The following members of the Mashpee Personnel Board were present : Chairman <br /> Robert W. Sullivan , C . Ben .Lofchie , Manuel Glickman and Jane Stockbridge . <br /> . Chairman Sullivan convened the meeting at 6 : 05 p .m . <br /> Personnel Minutes of April 30 <br /> C. Ben Lofchie moved to accept the Personnel Board ' s minutes of April 30 . <br /> Jane Stockbridge seconded the motion . All in favor . <br /> Annual Evaluations <br /> The Board reviewed the annual performance evaluations of Robert Sherman , <br /> Conservation Agent ; Paul Somerville , Shellfish Constable ; and Lynn Traudt , <br /> Assistant Assessor . Based upon a favorable review, Ben Lofchie moved to <br /> accept the evaluations of Robert Sherman , - Conservation Agent and Paul <br /> Somerville , Shellfish .Constable , for a step increase 'to .be effective on the <br /> employee ' s anniversary date of hire . Jane - Stockbridge seconded the motion . <br /> All in favor . Jane Stockbridge moved to accept the evaluation of Lynn Traudt , <br /> Assistant Assessor .. Manuel Glickman seconded the motion . Ben Lofchie ab- <br /> stained . All other members were in favor . <br /> Memo from Executive Secretary re : Harbormaster Memo <br /> The Board reviewed a memo dated May 7 from Kevin Harrington , Executive Secre- <br /> tary, relative to a memo from the Harbormaster dated April 30 concerning the <br /> establishment of a waterways Administrator . In his memo , . Kevin states that <br /> he is troubled not with the content of the memo , but with the assumption <br /> that the Personnel Board would consider budgeting ramifications as justifica- <br /> tion of a decision to recommend or not a course of action . He stated that <br /> the Personnel Board should be concerned more with the potential position , its <br /> job responsibilities , authority , reporting requirements , etc . <br /> Chairman Sullivan advised the Board that he responded to Kevin Harrington ' s <br /> memo with a memo clarifying the' Personnel Board ' s discussion with Selectman <br /> Gottleib (along with a copy of the Personnel Board ' s minutes of the meeting ) . <br /> Chairman Sullivan commented that when Selectman Gottleib. met with the Person- <br /> nel Board , he was asking for the help of the Board and for them to back the <br /> article . The Board had no way of knowing what the grade and step was or what <br /> assistants they were looking at . <br /> Manny Glickman recalled that the only reason the Board came into discussion <br /> with the numbers was Selectman Gottleib asked them . He commented that in <br /> order to "back a program , they have to know numbers so that they understand . <br /> Ben commented that Kevin is asking if the Board is concerned with budgetting . <br /> . Manny said that they discussed it for the grade and step . Chairman Sullivan <br /> commented that it is the Board ' s responsibility to do comparable studies . <br /> Jane Stockbridge commented that the reason why the finance came into the dis- <br /> cussion is that they are proposing it because it costs less . <br />
